Need to resolve the relationship between teachers and students

Discussing in the Group on the draft Law on Teachers, the majority of National Assembly deputies agreed on the necessity of developing the draft Law on Teachers for the reasons stated in the Government's Submission. The promulgation of the Law on Teachers aims to institutionalize the Party's viewpoints and policies on teachers; contribute to perfecting the legal system, promptly supplementing new and specific policies to build and develop the teaching staff.

Participating in the discussion at the Group, General Secretary To Lam emphasized that, with the Party's orientation, we need to thoroughly understand the position of teachers, so building the Law on Teachers is not only to regulate the contents that have not been regulated before, but also needs to reach a new level, determining the important role of teachers, the main subject of the draft law.

In that spirit, the General Secretary said that the construction of the Law on Teachers needs to address the relationship between teachers and students. The General Secretary said that our policy is to universalize education at each level, children of school age must go to school, moving towards universal secondary education. There cannot be students without teachers, so this content needs to be clearly stipulated in the law. Along with that, according to the General Secretary, there needs to be a plan to know clearly how many children will be of school age in the commune, district, neighborhood, ward, and city this year. Thus, we will proactively arrange enough teachers.

Raising the issue of education and training in the context of integration, General Secretary To Lam raised questions about the proactive integration of teachers as well as whether foreign lecturers teaching in Vietnam must comply with the provisions of the Law on Teachers or not?

In addition, the General Secretary also noted that the lifelong learning policy needs to be stipulated in the draft law, and cannot be rigidly stipulated in the way that professors who reach retirement age are no longer teachers and no longer participate in teaching. If stipulated like that, resources will not be mobilized. At the same time, it is necessary to encourage socialization and mobilize society to participate in education and teaching, especially in some very special environments such as in prisons or teachers working in mountainous areas and ethnic minorities.

General Secretary To Lam also suggested that when building the Law on Teachers, there should be regulations to honor and create favorable conditions for teachers, to avoid the situation where after the law is promulgated, it becomes more difficult to comply with the provisions of the law.

Some National Assembly deputies expressed their interest in the policy of attracting human resources in the education sector. Deputy Thai Van Thanh (Nghe An) proposed adding two subjects, namely: high school students with excellent academic performance, winning national and international excellent student awards to be directly recruited into the education sector; excellent university graduates to be retained at the school as lecturers. These teams will contribute to improving the quality of education, the quality of human resource training at all levels, grades and the national education system.

Delegate Hoang Thi Thu Hien (Nghe An) proposed to continue researching and supplementing specific and feasible regulations for non-public teachers. According to the delegate, the draft Law stipulates that teachers must be trained and fostered regularly and continuously, but the funding for training and fostering non-public teachers is unclear.

Affirming that teachers are a special group that needs attention to serve the cause of education and training development and high-quality human resources, however, Delegate Ta Van Ha (Quang Nam) said that there is currently a situation of local teacher surplus and shortage, and teacher quotas are allocated according to local population. Therefore, the delegate proposed that the draft Law on Teachers should have regulations assigning teacher selection to the education sector in localities; at the same time, it is suggested that staff reduction should also be considered to ensure the best teaching quality.

Also at the Group discussion, National Assembly delegates gave their opinions on the draft Law on Employment (amended). Most of the opinions expressed agreement with the necessity, objectives and guiding views on the drafting of the Law on Employment (amended) as stated in the Government's Submission.

Discussing unemployment insurance, delegate Tran Thi Van (Bac Ninh) highly appreciated the fact that the Ministry of Labor, War Invalids and Social Affairs and the Government have accepted the opinions and recommendations of businesses in recent times on reducing the unemployment insurance contribution rate of employers and employees.

The draft Law stipulates a flexible reduction in unemployment insurance contribution rates: employees contribute a maximum of 1% of their monthly salary; employers contribute a maximum of 1% of the monthly salary fund of employees participating in unemployment insurance; the State supports a maximum of 1% of the monthly salary fund of employees participating in unemployment insurance and is guaranteed by the central budget. The draft Law also assigns the Government to specify the contribution rates based on its ability to ensure the balance of the Unemployment Insurance Fund. Delegate Tran Thi Van said that the provisions in the draft Law are completely appropriate.

Considering that the current labor market information system is not yet transparent and has not received investment attention, delegate Lo Thi Viet Ha (Tuyen Quang) said that this leads to a disruption in labor market information or information about the fields, industries, and occupations that workers want to work in, investment trends of enterprises, recruitment information, etc. The delegate suggested that labor market information should be public, transparent, easy to access, multi-layered, multi-field by occupation and level of qualification. Regarding labor registration, the delegate said that it is necessary to study and supplement regulations to promote the application of information technology, creating the most favorable conditions for workers to register for labor, etc.

Delegate Nguyen Thanh Cam (Tien Giang) noted that the elderly have their own characteristics, so support policies also need to be different. Accordingly, the draft Law needs to have regulations to encourage and promote the qualifications, intelligence and experience of the elderly in the context of Vietnam approaching the threshold of an "aging population".
