- Over the past period, Ky Lua ward has implemented many effective solutions to preserve and promote cultural heritage. Through this, cultural values have gradually been transformed into resources for development, making Ky Lua a shining example in preserving and promoting local identity.
Ky Lua Ward was established (July 1, 2025) based on the merger of Hoang Van Thu Ward (formerly Lang Son City) with Cao Loc Town and the communes of Hop Thanh, Tan Lien, and Gia Cat of the former Cao Loc District. Beyond expanding the urban area, the merger creates a region rich in cultural identity, where layers of cultural heritage are becoming an important resource for sustainable development.

Currently, Ky Lua ward possesses 6 relics that have been classified at the provincial and national levels, notably Bac Nga Pagoda and Ta Phu Temple. Regarding intangible cultural heritage, Ky Lua ward has many unique festivals, beliefs, and folk songs that have been inscribed on the national list of intangible cultural heritage, such as the Ky Cung - Ta Phu Temple festival; the Bac Nga Pagoda festival; the lion dance of the Tay and Nung people; the Then practice of the Tay and Nung people; and the Sli singing of the Nung people...
Meritorious Artisan Hoang Thi Phun, of the Tay ethnic group from Bac Nga ward, shared: "The Then ritual of the Tay and Nung people in Ky Lua ward is an ancient cultural activity with a system of ceremonies, an opportunity for descendants to report their achievements to their ancestors and deities who have blessed them with a smooth and prosperous harvest. To date, I have been involved in and directly practiced the ancient Then ritual for over 30 years. In addition to directly practicing the Then ritual, I also regularly participate in teaching and guiding many students and members of Then clubs in the area."
Furthermore, the ethnic communities in Ky Lua ward still preserve many customs and traditions, traditional markets, the craft of making Tham Chang incense, the craft of making dried herbal medicine in Pho Ngau and Tan Lien, and traditional culinary practices… These values create a unique cultural identity for the Ky Lua region.
Immediately after its establishment, the Party Committee and the government of Ky Lua ward identified cultural development not only as a task of preservation but also as a driving force for socio -economic development. The perspective of "transforming heritage into assets" was considered an important direction for effectively exploiting cultural resources.
Ms. Ho Thi To Uyen, Vice Chairman of the Ky Lua Ward People's Committee, said: "We have focused on reviewing and compiling a list of heritage sites in the area; developing a conservation plan linked to experiential tourism development. Along with that, we are also stepping up propaganda efforts to raise people's awareness in protecting heritage, and mobilizing social resources to restore and renovate cultural works and historical relics."
In addition, the People's Committee of Ky Lua Ward directed the relevant agencies to establish and effectively utilize the Ky Lua Ward Information Fanpage. Since July 2025 alone, the page has received over 120,000 views and information accesses, contributing positively to promoting the image of Ky Lua Ward to the people and tourists.
Mr. Chu Thanh Do, from Ngoc Hoi commune, Hanoi, shared: "During the recent Lunar New Year of the Horse 2026, through the Ky Lua ward's information page, I learned about the Pho Ngau festival held on the 13th day of the first lunar month with many unique activities. Therefore, I arranged my work schedule to go with my family and immerse ourselves in the festive atmosphere. Here, I enjoyed many traditional dishes of the ethnic minorities, watched lion dances, and listened to the smooth and soulful melodies of then and sli folk songs. The trip brought me much joy and very interesting experiences."
In addition to preserving heritage, Ky Lua ward is proactively developing its culture into a distinctive tourism product. In March 2026, the ward's People's Committee, in coordination with the Provincial Center for Investment, Trade and Tourism Promotion, conducted field surveys at numerous locations, historical sites, and traditional craft villages such as the Le Minh dam, the alluvial plain along the river in Na Han hamlet, the Pho Ngau dried herbal medicine making craft, the Phan Slinh Nung ethnic costume embroidery craft in Hop Tan hamlet, and the incense making craft in Bac Nga hamlet. Through these surveys, the ward aims to develop distinctive tourism products linked to local cultural experiences, gradually diversifying tourism types and creating sustainable livelihoods for local people.
Through concrete steps, the Ky Lua ward government is gradually and strongly reviving traditional cultural values in community life. When heritage is properly preserved and awakened, culture will become an important foundation for Ky Lua's sustainable development in the future.
