On November 15th, the Scientific Council of the Central Party Agencies, in coordination with the Editorial Board of the Communist Magazine, organized a national scientific conference: “The New Era, the Era of the Vietnamese Nation's Advancement - Theoretical and Practical Issues”.


Attending the seminar were: Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department and Chairman of the Scientific Council of the Central Party Agencies; Le Quoc Minh, Deputy Head of the Central Propaganda Department, Editor-in-Chief of Nhan Dan Newspaper, and President of the Vietnam Journalists Association ; Le Hai Binh, Editor-in-Chief of the Communist Magazine; and To Thi Bich Chau, Vice President of the Central Committee of the Vietnam Fatherland Front.

This is the first national-level scientific conference on the new era, the era of Vietnam's national resurgence.

In his opening remarks at the seminar, Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department and Chairman of the Scientific Council of the Central Party Agencies, emphasized that General Secretary To Lam, in his recent important articles and speeches, has addressed the issue of a new era, an era of national progress for Vietnam. General Secretary To Lam's ideology was unanimously affirmed by the 10th Plenum of the 13th Central Committee of the Communist Party of Vietnam. This is a new policy and orientation with strategic importance for national development, possessing great political significance, and should be included in the documents of the 14th National Congress, thoroughly disseminated throughout the Party, the people, and the armed forces, and implemented with high political determination.

Mr. Mon summarized that, in our country, the founding of the Communist Party of Vietnam in 1930 led to the glorious victory of the August Revolution in 1945, opening a new era—the glorious Ho Chi Minh era, beginning the era of independence and freedom. From 1945 to 1975, the entire Party, the entire people, and the entire army focused on implementing two major contents of the first era of the Vietnamese revolution: winning and maintaining independence and freedom for the Fatherland and preparing the initial groundwork for the second era.

In 1975, the country was unified, and the whole nation embarked on the path to socialism, creating a solid foundation for the Sixth Party Congress in 1986 to initiate the reform process, ushering the country into its second era—the era of unification and reform.

For nearly 40 years, the entire Party, people, and army of Vietnam have resolutely and decisively carried out the reform process, achieving tremendous achievements of historical significance. The goals and major contents of the era of unification and reform have been fundamentally completed, allowing our country to enter the third era of Vietnamese national progress: the era of prosperity and happiness.

According to Mr. Mon, at the time of the 14th National Congress, the country's foundation, potential, position, and international prestige allowed and demanded a breakthrough in development, accelerating to achieve rapid, strong, and sustainable growth. This was an objective requirement, a lawful step in the development of the Vietnamese revolution, and a step towards a new level of national independence and socialism.

“Humanity is entering a new, rapid period of development, with many significant and fundamental changes, presenting both new challenges and creating new opportunities for growth. In particular, the Fourth Industrial Revolution, with its groundbreaking achievements, presents both major challenges and unprecedented opportunities for development. Any nation that can leverage the achievements of the Fourth Industrial Revolution can achieve breakthrough development,” Mr. Mon said, adding: “This is the historical starting point in the development process; the country is entering a new era, an era of the Vietnamese nation's rise. Thus, Vietnam entering an era of breakthrough development, beginning with the 14th National Congress, is in line with the objective laws of the Vietnamese revolution and the trends of the times.”

To achieve the stated goals and requirements, Mr. Mon suggested that experts and scientists focus on clarifying how theoretical and ideological work should be conducted with new thinking and approaches, simultaneously inheriting correct accumulated thinking and experience while strongly innovating and proactively embracing new thinking and development trends of the era with the spirit of keeping pace with the times. Strongly innovating thinking is a groundbreaking initial step.

Furthermore, how should we continue to vigorously innovate the content and methods of the Party's leadership and governance in the new era, the era of Vietnam's national resurgence, in order to meet the very high demands of this new era?

“How can we build a streamlined and efficient organizational structure for Party, State, Fatherland Front, and socio-political organizations? How can we strongly innovate and improve the quality of leadership and management personnel at all levels, especially at the strategic level, ensuring they are truly clean, competent, intelligent, and courageous enough to design and lead cadres, Party members, and the people into a new era, an era of national progress for Vietnam?” – Mr. Mon raised the question.

Regarding the digital transformation revolution, Mr. Mon suggested clarifying what constitutes a digital mode of production, and the correlation between the digital mode of production, the knowledge economy, and the socialist mode of production.

Referring to the issue of combating waste, as General Secretary To Lam pointed out, "in order to seize opportunities, overcome challenges, and significantly increase resources to care for the people and enrich the country in the new revolutionary period, building a better future; the work of preventing and combating waste needs to be implemented decisively and synchronously with the prevention and combating of corruption and negative phenomena," Mr. Mon noted the need to clarify the dialectical relationship between the prevention and combating of corruption and negative phenomena and the fight against waste, and to identify sufficiently strong solutions to achieve high results.
