After merging administrative units, the agricultural sector and communes have made efforts to overcome difficulties, effectively organize and proactively implement solutions in implementing arrangements and innovating operating models, ensuring that professional work is not interrupted. Thanks to that, the agricultural sector has still achieved good growth rates with many outstanding achievements, creating a solid foundation for completing the year's goals.

In particular, the agricultural sector is ready to exploit the advantages of the province after the merger to develop agriculture in a modern, sustainable, and multi-value direction.

Overcoming difficulties and achieving many important results

In the first 7 months of 2025, the agricultural sector of Dong Nai province achieved many important results such as: GRDP of agriculture, forestry and fishery increased by nearly 4%, forest coverage rate reached nearly 25.3%; poverty rate according to the Central standard reached 0.26%... The whole province has built 560 chains linking production and consumption of agricultural products. In addition, the New Rural Development Program, One Commune One Product Program (OCOP)... achieved positive results. Crops and livestock grew and developed well, according to plan.

In addition to the advantages, the agricultural sector continues to face many difficulties and challenges. Deputy Director of the Department of Agriculture and Environment Nguyen Van Thang said: Natural disasters and climate change are expected to continue to develop complicatedly and there is a possibility of new diseases appearing on crops and livestock, affecting agricultural production. In particular, the complicated and unpredictable developments in the world economy and politics have increased production costs and input material prices for agricultural production. In addition, the competitive pressure of agricultural products in both domestic and export markets is increasing, especially in countries that set increasingly strict standards.

Provincial Party Committee member, Vice Chairwoman of Dong Nai Provincial People's Committee Nguyen Thi Hoang requested: Department of Agriculture and Environment, localities continue to strongly implement the restructuring of the agricultural sector towards modernity, efficiency and sustainability. The focus is on transforming the structure of crops and livestock to suit ecological conditions and market demand; improving the quality of key products, developing more organic production models, high-tech agriculture. This is the key for Dong Nai to increase added value, integrate more deeply into the global value chain.

In each field of livestock and crop production, there are also many difficulties and obstacles that need to be resolved. Mr. Nguyen Truong Giang, Head of the Department of Livestock and Fisheries, proposed: Commune-level veterinary staff play an important role in the management of livestock, veterinary medicine, fisheries and prevention and control of animal diseases in the locality, and are also a bridge between state management agencies and people, playing an important role in protecting animal health, ensuring food safety and developing sustainable livestock farming. Currently, the disease situation in livestock and poultry has many complicated developments; there are many potential risks of outbreaks. It is recommended that the Provincial People's Committee consider and approve the arrangement of the number and allowance regime of commune-level veterinary staff in the province after the arrangement of 2-level local governments until there is a resolution of the People's Council on the arrangement of new veterinary staff to replace the old resolution.

Create new incentives to attract investors

After the administrative unit merger, Dong Nai province has many great opportunities to develop agriculture: Large agricultural land area of ​​more than 1 million hectares, diverse ecosystem, favorable natural conditions, less affected by natural disasters; relatively fertile land; abundant water resources, large irrigation lake system... Although it has great potential and opportunities, the agricultural sector also faces many challenges and difficulties, and is in great need of preferential policies and timely support, creating motivation for comprehensive development in the new situation.

Provincial Party Committee member, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Dong Nai Farmers' Association Nguyen Huu Nguyen commented: Through the reality, the Provincial Farmers' Association worked with the wards and communes and found many difficulties in socio-economic development. In particular, the biggest difficulty is the large area of ​​land planned for bauxite mining projects but there are no investors. Localities recommended that the province review and narrow this area so that people have conditions to develop production. Currently, the agricultural sector has many preferential policies but the actual implementation has not brought about the expected results. Hopefully, these policies will be implemented more effectively so that people can access capital and support to develop production.

Deputy Director of the Department of Science and Technology Nguyen Minh Quang commented: Dong Nai is among the top in the country in many fields such as: livestock, industrial crops, fruit trees... The province has implemented many support programs for establishments to register trademarks, protect intellectual property, and build agricultural product brands. The province has many agricultural products with geographical indications, many product brands have been built. In the coming time, the Department of Science and Technology will continue to promote the implementation of this program, especially promoting the propaganda stage, continuing to develop brands, trademarks, geographical indications... In the agricultural sector, technology changes very quickly; if old technology is used, it will be less competitive. The Department of Science and Technology is ready to be a bridge to transfer science - technology, techniques to farmers, farms, and businesses.

Localities in the province hope to create policy mechanisms, especially investment in rural infrastructure to create a favorable environment to attract investors. Tan Loi commune has advantages in livestock development and has attracted many large-scale farms applying high technology. Currently, this locality still has a large land fund to develop livestock. Mr. Le Cam Tu, Vice Chairman of Tan Loi Commune People's Committee, proposed: The Provincial People's Committee, departments and branches should provide policies and orientations for land use development of the new commune, pay attention to budget allocation, and create conditions for the commune to make plans and attract investment. To attract investors, the locality hopes that the province will pay attention to supporting investment in electricity systems and infrastructure for concentrated livestock planning areas.
