Quang Ngai is assigned the authority to invest in the Tri Binh-Dung Quat railway line.

The Ministry of Construction said that the People's Committee of Quang Ngai province has the authority to manage and invest in the Tri Binh-Dung Quat railway branch line; at the same time, it recommended that the locality coordinate with the Vietnam Railway Corporation to assess transportation needs, capital sources and project efficiency before submitting it to the Prime Minister for consideration.

The Ministry of Construction has issued Official Dispatch No. 8723/BXD-KHTC to the People's Committee of Quang Ngai province regarding investment in the Tri Binh-Dung Quat railway line, connecting with the Hanoi-Ho Chi Minh City railway line.

According to the Ministry of Construction, based on the Railway Network Planning for the 2021-2030 period, with a vision to 2050; the General Planning for the Construction of Dung Quat Economic Zone; and Article 20 of the 2017 Railway Law, the People's Committee of Quang Ngai province has the authority to manage and invest in the railway branch line connecting Dung Quat seaport.

Railway Law No. 95/2025/QH15 (effective from January 1, 2026) continues to stipulate: local railways are invested by provincial People's Committees or enterprises; specialized railways are invested by organizations and enterprises. Therefore, Vietnam Railways Corporation can fully participate in investing in the Tri Binh-Dung Quat route.

Regarding the proposal of Quang Ngai province to submit to the Prime Minister to assign Vietnam Railway Corporation as the project investor using the central budget capital (about 1,000 billion VND), the Ministry of Construction stated that, according to the Construction Law, the project investor using public capital is assigned by the person deciding on the investment. Because the People's Committee of Quang Ngai province is the agency managing and investing in this branch line, the Ministry cannot propose the Prime Minister to assign the enterprise as the direct investor.

However, the Law on Public Investment allows enterprises to be the governing body using public investment capital to implement projects. The Ministry of Construction requested the People's Committee of Quang Ngai province to coordinate with the Vietnam Railway Corporation to review transportation needs, management and exploitation responsibilities, balance capital sources and investment efficiency to report to the Prime Minister for consideration.

The Tri Binh-Dung Quat railway project is about 14.3 km long, connecting Tri Binh station (Binh Son commune) to Dung Quat Port station (Van Tuong commune). The route will have a technical depot, maintenance facility and energy charging station at Dung Quat Port station.

The project applies TCVN 8893:2020 and TCVN 11793:2017 standards for 1,000 mm gauge national railways. The total investment is about VND 1,000 billion from the central budget, expected to be implemented in the period of 2026-2028. The site clearance work will be carried out by the People's Committee of Quang Ngai province.

Quang Ngai provincial leaders said that when completed, the Tri Binh-Dung Quat route will improve the ability to connect railways with seaports and industrial parks; conveniently combine with other modes of transport; contribute to promoting logistics activities, socio-economic development of the province, the central coastal region and the whole country.
