Huong Hiep commune was formed on the basis of merging Krong Klang town and Mo O and Huong Hiep communes of the old Dakrong district. The locality currently has 3,321 households with 13,464 people, of which 67% are Bru-Van Kieu ethnic minorities. The whole commune currently has 892 poor households, 428 near-poor households and about 600 households with housing difficulties.
Since the beginning of the operation of the 2-level local government model, the People's Committee of the commune has proactively studied directive and guiding documents to effectively implement poverty reduction policies and national target programs in the area such as: Sustainable poverty reduction; new rural construction; socio-economic development in ethnic minority and mountainous areas...
At the same time, Huong Hiep commune fully implements preferential credit policies, regimes, policies on health insurance, education and training for beneficiaries. At the same time, it strengthens the provision of information and raises legal awareness for people. Based on the budget allocated from programs and projects, the locality has organized and synchronously implemented many policies to ensure that people in the area receive adequate benefits, at the right level, and with the most benefits, contributing to accelerating the progress of poverty reduction.

Chairman of the People's Committee of Huong Hiep Commune, Nguyen Van Dat, said that the locality has established production development support groups, coordinating with villages and hamlets to review and identify the right beneficiaries of the policy. On that basis, guidance is given to building and implementing crop and livestock models suitable to local conditions, improving productivity, quality and economic efficiency. In the process of building production models, we have prioritized the arrangement of experienced members to participate in community groups to support each other, and to build group management regulations to ensure effective operations.
Regarding the work of eliminating temporary and dilapidated houses, the commune continues to inherit the results and implementation methods of the district in the past. At the same time, proactively strengthen inspection and supervision of the implementation progress at households to promptly adjust the support plan and beneficiary list to suit the reality.
Since the beginning of 2025, from the funding support of programs and projects, Huong Hiep commune has created conditions to build houses for 420 households (337 newly built households and 83 repaired households), thereby helping many households stabilize their lives.
Not only benefiting from the policy of the temporary and dilapidated house removal program, people of Huong Hiep commune are also supported with preferential loans from the Social Policy Bank (CSXH) through the delegation of associations and organizations at all levels. From the low-interest loans, people have more conditions to develop economic models and export labor to increase income and reduce poverty.
Being a poor household, Ho Thi Bich’s family in Dong Duong village faces many difficulties. To earn money to support two young children and an elderly mother over 70 years old, Bich and her husband have to do many jobs but still cannot make ends meet.
Through the Women's Union of Dong Duong village, in 2022, Ms. Bich was eligible to borrow 80 million VND from the Dakrong Social Policy Bank Transaction Office. With capital, the couple boldly bought 2 cows and reclaimed 2 hectares of cajuput forest. Thanks to their will to overcome difficulties, now Ms. Bich's family has 6 cows. With a foundation, the family continued to invest in a goat farming model, and now has a herd of 9 goats. Thanks to that, the family's life has become more prosperous and their income is more stable.
“Thanks to the policy loan, I have money to buy cows, goats, and plant cajuput trees to develop the family economy. Fortunately, this loan has a low interest rate, so my family has less hardship. Thanks to that, our lives have changed a lot and we have escaped poverty sustainably,” Ms. Ho Thi Bich happily shared.
Since implementing support policies under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period and the policy on resource mobilization support under the National Target Program for the 2022-2025 period, the lives of people in Huong Hiep commune have had many positive changes, the rate of children working abroad has increased significantly.
Director of Dakrong Social Policy Bank Transaction Office Ngo Van Bao said that, within the National Target Program on Sustainable Poverty Reduction, the unit is currently actively implementing preferential credit policy programs to support poor, near-poor, and newly escaped-poverty households to restore their livelihoods, develop production; create jobs; loans for students and pupils in difficult circumstances, and export labor... The programs are implemented in a unified and correct manner, in line with the motto "understanding the people's hearts, serving wholeheartedly", ensuring preferential capital reaches the right people and the right target. Up to now, the total outstanding policy credit has reached 621 billion VND, with more than 8,500 poor, near-poor households, ethnic minorities and other policy beneficiaries enjoying preferential capital.
