Inheriting the tradition and aspiration to build a government "of the people, by the people, for the people" in the Nghe Tinh Soviet movement, Hung Nguyen Nam government persistently follows the motto of being close to the people, respecting the people, relying on the people, promoting democracy at the grassroots level, creating consensus in site clearance, building infrastructure, and ensuring social security.

Chairman of the People's Committee of Hung Nguyen Nam Commune, Cao Anh Duc, informed: Hung Nguyen Nam Commune has an area of ​​35.77 km ² and a population of 36,632 people. The commune has the advantage of having completed the construction of a new rural area before the merger, but there is still a potential risk of losing its title because many households "fall back into poverty". Currently, there are 7,000 people living in the area outside the Lam River dike. Since the beginning of the year, the locality has suffered many storms causing tens of billions of dong in damage.

To help this community escape poverty sustainably, the commune has taken three proactive measures. First, immediately respond to the needs of people in distress; second, proactively overcome difficulties without relying on superiors; third, promptly encourage the spirit of cadres and people to share difficulties and challenges. Thanks to that, the commune responds promptly to natural disasters, while developing the local economy in the direction of sustainable production of handicraft products. Currently, the commune has five standard craft villages, four OCOP products with 3-star rating.

During his lifetime, President Ho Chi Minh always emphasized the role and importance of the close relationship between cadres and the people. Imbued with Uncle Ho's thoughts, Comrade Hoang Thi Hong, former Head of the Propaganda and Mass Mobilization Committee of Mai Son District Party Committee, Son La Province, organized and effectively implemented Directive No. 05-CT/TW dated May 15, 2016 of the Politburo.

Based on the practical situation of the locality, agency, and unit, every year, one or more breakthrough contents are identified to focus on leadership, direction, and implementation. The main contents focus on Party building, administrative reform, building economic development models such as agricultural production models, improving the effectiveness of citizen reception, handling of petitions, complaints, and denunciations.

In 2024, in the district, 72 models and typical examples of studying and following Uncle Ho were registered and implemented. Thereby, creating a unified awareness, contributing to the effective implementation of political tasks of localities, agencies and units in building new rural areas, civilized urban areas, and sustainable poverty reduction.

After rearranging and reorganizing the apparatus and implementing the two-level local government model, comrade Hoang Thi Hong, in her position as Deputy Secretary of the Party Committee and Chairman of the People's Committee of Mai Son commune, has persistently studied and followed Uncle Ho's example, maintaining and replicating many effective models in the locality, such as: The custard apple growing model of Thanh Son Cooperative, Sub-region 32; the "19th Market" model of Sub-region 19, the old Hat Lot Town; the model of "veterans helping each other develop family economy, eliminate hunger and reduce poverty"; the model of "organic agricultural production"; the model of "clean house - beautiful garden"...

These are models that have proven effective in the implementation of Directive No. 05-CT/TW associated with local socio-economic development goals.

Learning from Uncle Ho in promoting the sense of responsibility of each cadre and party member, especially the leader, is to be exemplary and take the lead in implementing organizational policies, not afraid of difficulties and hardships. Comrade Pham Thi Thanh Nga, specialist of the Department of Mass Mobilization, Propaganda and Mass Mobilization Department of Yen Bai Provincial Party Committee, during her work, always promoted the sense of responsibility, ready to accept and overcome all difficulties to successfully complete the assigned tasks.

These are just two of 36 advanced models in studying and following Uncle Ho's example in the northern region that have been honored. Besides them, there are many practical models with strong impact and widespread influence in the community. Speaking at the recently held honoring ceremony, Comrade General Trinh Van Quyet, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, emphasized: To make studying and following Uncle Ho more practical and effective, it is necessary to build a public service culture in the spirit of "respecting the people - being close to the people - understanding the people - learning from the people - being responsible to the people".
