According to the National Center for Hydro-Meteorological Forecasting, on the morning of August 25, storm No. 5 (Kajiki) is expected to make landfall with a level 14 intensity (150 - 166 km/h), gusting to level 17. Bac Ninh province is affected by the far northern edge of the storm's circulation, with moderate to heavy rain, and some places experiencing very heavy rain from August 25 to 26, with common rainfall ranging from 50 - 100 mm, locally from 70 - 120 mm. Heavy rain in a short period of time is likely to cause flooding of crops, overloading of urban drainage systems, residential areas, traffic jams, and a high risk of flash floods and landslides in mountainous areas.
Implementing the "4 on-site" motto (on-site command; on-site forces; on-site means and materials; on-site logistics), localities in the province are stepping up propaganda for people to reinforce their houses and properties, trim trees, lower billboards; and prepare human resources, materials, means and equipment to respond to natural disasters.
Agencies and units of the police, military , health, electricity... based on their functions and tasks, are ready to be on duty, arrange human resources and means to respond to storms.

Currently, the flood on the Thuong River is at a high level (water level at 7:00 a.m. on August 25 measured at Cau Son Hydrological Station above alert level 2; at Phu Lang Thuong Hydrological Station above alert level 1). To proactively respond to storm No. 5 and ensure the safety of dike works, the Irrigation Sub-Department (Department of Agriculture and Environment) requests the People's Committees of communes and wards in the province to urgently clear trees on dike slopes, embankments, and sluice gates; collect and treat garbage and waste on the dike to facilitate inspection work, promptly detect damage and adverse factors that threaten dike safety.
Check, review and implement plans to protect key dike points in practice according to the "4 on-site" principle. Prepare forces, materials, vehicles and equipment to protect the dikes, promptly handle incidents from the first hour. Communes upstream of the Thuong River such as Kep and Bo Ha closely monitor the weather situation, have plans to support people in riverside areas affected by floods, and bring people and property to safety.
Communes and wards in the province strengthen inspection of the dike system. Strictly carry out patrolling and guarding to protect dikes during the rainy and flood season in accordance with the provisions of the Law on Dikes and Guidelines for patrolling and guarding to protect dikes during the rainy and flood season stipulated in Circular No. 01/2009/TT-BNN, dated January 6, 2009 and Article 5 of Circular No. 18/2025/TT-BNNMT, dated June 19, 2025 of the Minister of Agriculture and Environment detailing the decentralization, decentralization, and assignment of state management authority in the field of dikes and natural disaster prevention and control.
