Expectations and responsibilities on the threshold of history

On the morning of June 30, a large number of people, civil servants and public employees of the communes of Son Hoa, Van Hoa, Tay Son and Suoi Trai gathered at the headquarters of the new communes to attend online the announcement ceremony of the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes and wards. At this historic moment, the cadres, civil servants and people of the communes were very emotional, placing much trust and expectation in the changes and breakthroughs when implementing a two-level local government.

Expectations in historical times

Attending the ceremony in Van Hoa commune, Mr. Le Minh Tinh (Cham ethnic group) was present at the hall quite early. As a prestigious person in the Cham ethnic community in Hoa Ngai village, Mr. Tinh talked to many people in the village with a message of trust in the Central's decisions on merging Son Long, Son Dinh, Son Xuan communes into Van Hoa commune. Mr. Tinh expressed: "I think that merging communes into Van Hoa commune will help strengthen the political system. The merger of Phu Yen and Dak Lak provinces into the new Dak Lak is also a major policy of the Central, people like us are very supportive. When trade is connected, the goods and food strengths of the two localities have the opportunity to develop. The people of Van Hoa commune feel that this is a historic moment to create momentum for the local socio-economic development."

In Suoi Trai commune, many people also joined in the bustling atmosphere of the province and the whole country when implementing the policy of merging two-level local governments. Mr. Ma Ping in Xay Dung hamlet said: This morning, I left all my work in the fields to go to the commune to witness the moment of merging the province at the new headquarters of Suoi Trai commune. In general, the ethnic minorities in Suoi Trai commune are very unanimous and support the policy of two-level government. Dak Lak province (old) is a locality with a large number of ethnic minorities, with a lot of experience in caring for people's lives, developing the economy as well as preserving and promoting the cultural values ​​of ethnic groups. Therefore, I believe that after the merger, the new government will continue to do this job well.

The announcement ceremony was also held solemnly in Van Hoa and Tay Son communes. Local authorities and people are very excited to participate in this historic moment of the nation; at the same time, they expect the new government to bring many benefits to the people.

No business interruption after merger

In order for the two-level local government to officially come into operation, the localities have made great efforts to prepare for the new commune-level government, with the determination not to interrupt the task of serving the people after the merger. Up to this point, all preparations have been completed.

Son Hoa commune was established on the basis of merging Cung Son town, Suoi Bac commune, Son Ha commune, Son Nguyen commune and Son Phuoc commune. After the arrangement, Son Hoa commune has a natural area of ​​267.39 km2; population of 40,825 people. This is the commune with the largest area and largest population in Son Hoa district. Therefore, the organization and personnel arrangement work was carefully prepared by this locality to ensure that the new commune government operates smoothly and effectively, without interrupting the work of the people.

Mr. So Minh Chien, Chairman of the People's Committee of Son Hoa Commune, said: In order for the Son Hoa Commune government to come into operation from July 1, the commune has carefully prepared the work of arranging and assigning cadres, and reorganizing the commune-level apparatus. In particular, the "one-stop" department for receiving people and the departments and units for processing administrative records are of primary concern. In addition, cadres and civil servants assigned to work directly with people must also ensure professional capacity as well as be required to comply with the regulations on ethics and culture of communication with the people; ensuring that all requests from people are received and processed quickly, effectively and in accordance with regulations.

According to Ms. Cao Thi My Chi (Son Hoa Commune Public Administration Service Center), Son Hoa Commune has a very large area and population, so the Public Administration Service Center has prepared a plan for human resources and machinery to ensure meeting the needs of people coming to do procedures. In particular, in addition to civil servants assigned to the counters to receive documents and return results, the center also arranged 3 more civil servants to support people in carrying out the digitalization of necessary procedures. This system has been "tested" and is ready to go into operation from July 1, without delay, affecting people's need to solve work.

In Van Hoa commune, the merger of Son Long, Son Xuan and Son Dinh communes marks an important turning point in the administrative restructuring strategy, aiming to optimize management and effectively exploit local resources. After the merger, the new Van Hoa commune will have an area of ​​165.42 km²; a population of about 28,000 people and 11 villages with about 10 ethnic groups living, of which Hoa Ngai village has more than 90% of Cham people.

Mr. Nguyen Minh Hoai, Chairman of Van Hoa Commune People's Committee, said: Up to this point, Van Hoa Commune has completed the preparation process; ready to put the new apparatus into operation. After the merger, Van Hoa Commune will strive to ensure good service to the needs of the people; at the same time, effectively exploit the resources of the 3 old communes, from natural resources to culture and people, striving to become a typical administrative unit, actively contributing to the development of the new Dak Lak province.
