Being attached to the Mining Region, experiencing many ups and downs of the country, of the province and witnessing many congresses of the Provincial Party Committee, I clearly feel the strong changes of Quang Ninh through each stage of development. In recent years, under the leadership of the Provincial Party Committee, Quang Ninh has made breakthroughs, comprehensively, from economy , society, infrastructure, to social security, culture and people's lives.

The policies and resolutions issued during the past term did not stop at slogans, but were quickly concretized into actions, spreading to every facility and every citizen. The systematic investment in infrastructure, social security care, education promotion, preservation of indigenous culture... is clear evidence of the spirit of "taking the people as the center". That has created the strength of solidarity and cohesion between the Party and the people, creating motivation for everyone to rise up and contribute to the common development.

For me, each Provincial Party Congress is not only an important political event, but also an opportunity to affirm the vision, mettle and aspirations of the homeland. I hope that, entering the new term, this congress will continue to select, nurture and build a team of leaders with enough heart and capacity, truly close to the people, understanding the people, for the people - those who continue to be the "locomotives" leading Quang Ninh to develop rapidly and sustainably.

The 16th Provincial Party Congress, term 2025-2030 is a particularly important political event, demonstrating a strong shift in development thinking, strategic vision and strong aspirations of Quang Ninh in the era of innovation and comprehensive digital transformation. I see that the draft documents submitted to the congress are all carefully and comprehensively prepared, not only inheriting the outstanding achievements of previous terms, but also proactively identifying challenges, clearly defining directions and solutions for faster, more sustainable and inclusive development in the coming period.

I highly appreciate the policy of attracting investment in industrial zones that Quang Ninh has implemented in recent times. The province is promoting the development of the processing and manufacturing industry by focusing on investing in specialized industrial zones, attracting leading technology corporations such as Foxconn, Jinko Solar... At the same time, it is expanding international cooperation to transfer modern technology, remove barriers to site clearance and land, and create a favorable environment for business development.

Thanks to that, industrial parks in Quang Ninh have increasingly attracted many large projects, creating jobs for workers and making important contributions to the province's economic growth. Up to now, Song Khoai Industrial Park invested by Amata Group has attracted 21 secondary investment projects. Industrial park infrastructure is being invested synchronously and modernly, associated with environmental protection requirements, creating confidence for domestic and foreign investors.

I hope that Quang Ninh will continue to provide important directions on the three strategic breakthroughs and find solutions to overcome the remaining difficulties. I hope that the provincial government will continue to accompany and closely connect with the business community, encourage the spirit of innovation and creativity, and join hands to achieve the high growth target in the new term.

Over the years, Quang Ninh and the Coal industry have always paid special attention to the lives and jobs of workers. In the past, coal production relied mainly on human labor, with many heavy steps and a lot of time and effort. Now, thanks to modern machinery and technology, workers' work is much less difficult, the working environment is safer, and productivity has increased significantly. Workers' income is also more stable.

Not only that, the province and the coal industry are also very interested in prioritizing land funds to build social housing for workers. Workers have the opportunity to access apartments at reasonable prices, and can rest assured about settling down. Having a stable place to live, close to the workplace, helps workers reduce the difficulty of commuting, have more time to take care of their families, and create motivation to stay in the mining profession for a long time.

I am very excited and confident in the achievements that Quang Ninh province has achieved in the past term. In recent years, thanks to the new rural construction program, Luc Hon commune has received attention from the province in investing in a synchronous infrastructure system, from roads, electricity, water, to education and health care. Thanks to that, people's lives have changed significantly, much different from before.

Many new rural roads in the commune have been concreted, making travel more convenient. Irrigation works have been solidly invested, better serving agricultural production. In particular, the locality has also supported the planting of new varieties of plants such as acacia and cassava, which have high productivity and stable output, helping people feel secure in production. The value of agricultural products has also been increased, thanks to which life has gradually improved. That has further strengthened the people's trust and hope in the leadership of the Provincial Party Committee.

I hope that the 16th Provincial Party Congress will continue to have practical policies to support agricultural development, helping people apply science and technology to improve productivity and product quality. I hope that the province will continue to pay attention to implementing more transport infrastructure projects, expanding trade opportunities, creating stable jobs and increasing income for people.

Co To people expect there will be more eco-tourism development projects, associated with the conservation of natural landscapes, marine and forest environments.
