To respond to natural disasters, the Department of Agriculture and Environment requested localities and units to continue implementing the instructions of the Provincial People's Committee on responding to storm No. 11, in which it is necessary to shift the focus of responding to strong winds to responding to widespread and prolonged rain. In particular, pay attention to residential groups, neighborhoods and people to proactively take preventive measures (households at the foot of embankments, hillsides, and slopes) in the conditions where there has been a lot of rain in the past time, the soil is saturated with water, which can easily cause landslides and slides. At the same time, assign people to guard the overflow roads, trails across streams... not allowing vehicles and people to pass when floods appear; propaganda not to go to rivers, streams to fish, collect firewood, swim... when there is flood.
Urban areas arrange people at drainage system intakes to be ready to clear local flooding on inner-city roads and to clear away rocks and soil that may spill over into residential areas.
This rain may cause flooding on the rivers: Ba Che, Tien Yen, Ka Long, so it is necessary to closely monitor the developments. In particular, the localities in the upstream (Binh Lieu, Luong Minh, Hai Ha, Hai Son...) need to proactively exchange relevant information on the rain situation so that the localities in the downstream (Tien Yen, Ba Che, Mong Cai 1, 2...) can grasp the situation and proactively respond.
Along with that, the Irrigation One Member Co., Ltd.: Dong Trieu, Yen Lap, Mien Dong and the localities managing reservoirs closely follow the situation, proactively maintain water levels to ensure safety of the works, and at the same time pay attention to this period being the end of the rainy season, and must have appropriate storage plans to serve the dry season.
Localities and relevant units organize 24/7 duty seriously, monitor the situation to receive information, and promptly report to the Department of Agriculture and Environment and the Provincial Military Command when a situation occurs.
