Identifying the "bottleneck"
According to Tran Trung Kien, Deputy Secretary of the Party Committee of the commune, due to the large area and scattered population, the dissemination of the Party and State's guidelines and policies to the people is sometimes not timely; the work of propaganda and monitoring public opinion is sometimes reactive.
Furthermore, Lac Luong has a relatively large production scale, with a total cultivated area of nearly 2,720 hectares; livestock farming has developed to include over 18,500 head of cattle and nearly 325,780 head of poultry; and aquaculture covers 63.2 hectares. However, agricultural production and consumption lack sustainable linkages, and market forecasting capacity is limited. Many households lack capital, technical expertise, and information, so despite having land, labor, and production experience, the value generated is not commensurate with the potential. In some areas, transportation and irrigation infrastructure do not meet the requirements of production and daily life; school facilities are dilapidated in some places; and health stations lack equipment. Meanwhile, investment resources are limited, and the disbursement of public investment capital is slow. This clearly reflects the large gap between actual investment needs and the ability to realize them into concrete projects.
Currently, Lac Luong has announced 2,608 localized administrative procedures. The Public Administrative Service Center received 1,747 applications and processed 1,398. However, the IT application capacity of some officials is still limited; the updating of party member data and branch activities on the software is not consistent. With a large geographical area, if digital transformation is slow, local authorities will find it difficult to bridge the service gap with the people.
The final "bottleneck" concerns livelihoods, poverty reduction, and the quality of human resources. While social welfare is a priority, evidenced by the distribution of 2,264 Tet holiday gifts totaling 1.349 billion VND; and the provision of 606 gifts, scholarships, and school supplies to disadvantaged students worth approximately 290 million VND... According to the Deputy Secretary of the Party Committee of Lac Luong commune, poverty reduction, job creation, and sustainable livelihood development lack new, impactful models. Furthermore, education has yet to find breakthrough solutions to improve its quality, a key area that forms the long-term foundation for the locality to enhance the quality of its human resources.
Unblocking the flow of development
Clearly identifying bottlenecks, the local Party committee and government have chosen to address them in specific steps, with the overarching theme being improving the operational capacity of the political system. The Deputy Secretary of the Party Committee of Lac Luong commune stated: First, the problem of managing a large area was solved by increasing the coverage of grassroots organizations. The Party committee, the Fatherland Front, and other mass organizations have been empowered to play a role in disseminating information, understanding public opinion, and creating social consensus. The commune's electronic information channel has been maintained, along with intensified direct communication at the grassroots level, helping to bridge the gap between policies and the people. In the administrative field, reforms have been concretized through the posting of procedures via QR codes and the operation of a "one-stop shop" mechanism.
The "bottleneck" in agricultural production is being addressed through reorganization. Instead of fragmented production, the locality is orienting development towards VietGAP and organic standards; maintaining and upgrading OCOP products; and encouraging collective and private enterprises to participate in the value chain. Production axes are clearly defined: winter crops, key crops, disease-free livestock farming, aquaculture, and forest economic development...
Currently, the locality prioritizes the allocation and acceleration of public investment disbursement, while simultaneously removing bottlenecks in land clearance, mobilizing social resources, and integrating national target programs. The goal is to select the right projects that meet the right needs so that investment capital truly yields effective results and avoids being spread too thinly. "The most important solution is to improve the quality of implementation, leverage the role of the entire political system, and create consensus among the people to comprehensively implement development tasks," affirmed Comrade Tran Trung Kien, Deputy Secretary of the Party Committee of the commune.
Lac Luong is gradually shifting from a "territorial management" mindset to a "development-oriented" one. When the operational system is synchronized, production is reorganized, and infrastructure and administration are streamlined, not only are bottlenecks removed, but a new space for development opens up, where the large geographical area becomes an advantage, not a barrier.
