On December 19th, Lai Chau province held a groundbreaking ceremony for three key projects: the Hoang Lien Pass road tunnel, the Son Binh Paradise Garden resort complex, and the Doan Ket social housing project. These are considered "spearhead" projects aimed at expanding development space, increasing inter-regional connectivity, and providing impetus for sustainable growth in the Northwest region.

Speaking at the groundbreaking ceremony for the road tunnel project, Minister of Agriculture and Environment Tran Duc Thang emphasized that Hoang Lien Pass (O Quy Ho Pass) is a vital connecting route between Lai Chau and Lao Cai, but has long been a traffic "bottleneck" due to its rugged terrain and harsh weather conditions, posing potential safety risks.
According to the Minister of Agriculture and Environment, investing in road tunnels not only solves the transportation problem but also demonstrates a vision for developing a synchronized infrastructure, creating a foundation for regional connectivity, expanding socio-economic opportunities, and contributing to ensuring national defense and security in border areas.

The Hoang Lien Pass Tunnel Project, classified as a Group A special-grade road tunnel, is being implemented across the provinces of Lai Chau and Lao Cai. The total length of the route is approximately 8.8 km; including an approach road of about 4.6 km, comprising 11 bridges with a total length of over 1.6 km, and more than 2.6 km of tunnel. The total investment is approximately 3,300 billion VND from the central government budget, the Lai Chau provincial budget, and other legal sources; the implementation period is from 2023 to 2027.
Upon completion, the project is expected to replace the dangerous mountain pass section on National Highway 4D, shorten travel time, ensure smooth year-round traffic between Sa Pa (Lao Cai) and Binh Lu (Lai Chau), and increase Lai Chau's connectivity with major centers such as Hanoi, Hai Phong, and Quang Ninh. It is also expected to expand tourism links between Sa Pa and other potential destinations in Lai Chau, promote trade, services, and logistics, including cross-border trade through the Ma Lu Thang (Vietnam) - Jinshuihe (China) international border gate.
Sharing his thoughts as the lead contractor in the consortium, Mr. Phung Tien Thanh, Vice Chairman of the Board of Directors of Deo Ca Group, said: "Deo Ca Group is always aware that some projects cannot be measured by their immediate economic efficiency, but must be viewed in terms of social responsibility and the mission of serving the community. With experience in implementing many key transportation projects across the country, especially road tunnels through mountains, the consortium of contractors is committed to mobilizing maximum resources, organizing construction scientifically, applying modern technology, and prioritizing the safety, quality, and long-term effectiveness of the project, striving to complete the project on schedule, with quality, safety, and efficiency."

On the same day, Lai Chau province commenced construction of the Son Binh Paradise Garden Resort Complex. At the groundbreaking ceremony, Chairman of the Lai Chau Provincial People's Committee Ha Quang Trung emphasized that the project is a concrete step in implementing the policy of mobilizing social resources, increasing the proportion of non-budgetary investment, linking economic development with environmental protection, preserving cultural identity, and improving the lives of the people.
According to published information, the project, invested by Northern Cement Trading Joint Stock Company, will be implemented on an area of over 106 hectares with a total registered capital of approximately 6,000 billion VND, divided into two phases. Phase 1 is expected to be completed and put into operation in Q4/2029; Phase 2 is expected to start construction in Q2/2030 and be operational in Q4/2034. When fully completed, the project aims to serve approximately 300,000 visitors per year, with a sustainable development orientation, focusing on ecological and landscape elements.
On the afternoon of December 19th, Lai Chau province will continue the groundbreaking ceremony for the Doan Ket Social Housing Project, invested by Lan Hung Real Estate Group Joint Stock Company. The total investment is expected to be over 905 billion VND; of which 220 billion VND is from the investor's capital, and the remainder is from loans and other legally mobilized sources.
The project, spanning approximately 31,000 m², is planned to construct three 15-20 story social housing apartment blocks with around 960 units. Simultaneously, land will be allocated for the development of commercial housing, accounting for 20% of the project's residential land, with an estimated 40 units of 4-5 stories. The project also includes technical infrastructure, a two-story kindergarten, and land for the resettlement of affected households. The project is expected to be implemented between 2025 and 2028; upon completion, it is expected to provide housing for approximately 3,000 people, contributing to the government's goal of developing at least one million social housing units by 2021-2030.
With the simultaneous groundbreaking of three large-scale projects on the same day, Lai Chau hopes to form new "pillars" of development: transportation infrastructure to remove bottlenecks in regional connectivity; tourism and services to create jobs and increase budget revenue; and housing to stabilize the workforce and meet the needs of urbanization according to the roadmap.
