
At the meeting, comrade Vo Ngoc Hiep requested Project Management Board 5, Vietnam Road Administration (the unit assigned to organize and manage the project) to pay serious attention and urgently direct construction units to mobilize machinery, equipment and human resources to speed up construction progress on this route.
He requested localities to urgently complete procedures, hand over the site to investors to soon start construction and complete the approval of compensation plans.
According to the report of the Department of Construction, up to now, the gravel paving on the route has reached 42/68km, and the asphalt concrete paving has been done for 35/68km. The construction progress is still slow, not meeting the requirements.

The biggest problem currently facing this route is that the boundaries of the reclaimed land in some areas have not been determined. The design adjustment procedures in some sections are still slow. The relocation of technical infrastructure is facing many difficulties.
The Department of Construction requested that competent authorities direct the resolution of difficulties and problems related to compensation and site clearance. Relevant units need to strengthen coordination and speed up construction progress.

The Department of Construction also requested the Provincial People's Committee to direct the Department of Agriculture and Environment to issue a document guiding the determination of land use origin. At the same time, direct the Provincial Land Fund Development Center to coordinate with local authorities to promptly carry out the task of paying compensation and clearing land. The People's Committees of communes should strengthen propaganda and mobilize households to hand over land.
The National Highway 28B Improvement and Upgrade Project has a total investment of 1,435 billion VND, invested by the Vietnam Road Administration. The project is approximately 68km long. To date, the project has handed over 94.56% of the construction site.
However, the project still has some sections that have not been handed over due to problems with compensation and site clearance. Construction progress is quite slow, with the risk of not being completed as planned.
