Lam Dong province is accelerating the upgrading of National Highway 28B.

On the afternoon of October 6th, Vo Ngoc Hiep, Provincial Party Committee member and Vice Chairman of the Lam Dong Provincial People's Committee, held a working session with Project Management Board 5 and relevant departments and agencies regarding the progress of the project to renovate and upgrade National Highway 28B.

During the meeting, Comrade Vo Ngoc Hiep requested that Project Management Board 5, Vietnam Road Administration (the unit assigned to organize and manage the project) seriously and urgently direct the construction units to mobilize machinery, equipment, and personnel to accelerate the construction progress on this route.

The comrade requested that localities urgently complete the procedures, hand over the land to the investor so that construction can begin soon, and finalize the approval of the compensation plan.

According to the Department of Construction's report, to date, the crushed stone base layer has been laid on 42 out of 68 km of the route, and the compacted asphalt concrete layer has been laid on 35 out of 68 km. Construction progress is still slow and has not met the requirements.

The most significant obstacle currently facing this road project is the failure to determine the boundaries of the land already acquired in some areas. The design adjustment procedures in some sections are also slow. Relocating technical infrastructure is proving difficult.

The Department of Construction proposes that competent authorities direct the resolution of difficulties and obstacles related to compensation and land clearance. Relevant units need to strengthen coordination and accelerate construction progress.

The construction unit is re-treating a section of the road surface that was recently paved with the first layer of asphalt but does not yet meet the standards.

The Department of Construction also requested the Provincial People's Committee to direct the Department of Agriculture and Environment to issue guidelines on determining the origin of land use. At the same time, it requested the Provincial Land Fund Development Center to coordinate with local authorities to urgently carry out the task of paying compensation and clearing the land. The People's Committees of the communes should strengthen propaganda and mobilization efforts to encourage households to hand over the land.

The National Highway 28B renovation and upgrade project has a total investment of VND 1,435 billion, with the Vietnam Road Administration as the investor. The project is approximately 68km long. To date, 94.56% of the land has been handed over for construction.

However, some sections of the project have yet to be handed over due to issues with compensation and land clearance. Construction progress is quite slow, and there is a risk that it will not be completed on schedule.
