Lam Dong province should promptly address the accumulated waste in Loc Phu.

At the Loc Phu landfill in Bao Lam 4 commune, Lam Dong province, there is a long stretch of accumulated waste, approximately 200 meters long, with an estimated volume of nearly 7,000 tons.

Numerous piles of garbage were dumped in the open along internal roads, spilling onto residential roads used for agricultural production, causing environmental pollution and public outrage. In response to this situation, the Bao Lam Area Investment and Construction Project Management Board mobilized machinery and personnel to collect, level, and process the accumulated garbage, essentially resolving the backlog as reported.

The Loc Phu landfill in Bao Lam 4 commune, Lam Dong province, is currently managed and operated by the Bao Lam Area Investment and Construction Project Management Board at plot 3, sub-area 438A, village 4, Bao Lam 4 commune. The landfill covers an area of ​​approximately 60,000 m2 and has a processing capacity of about 15,800 tons of waste per year, serving the needs of collecting and processing household waste for five communes: Bao Lam 1, Bao Lam 2, Bao Lam 3, Bao Lam 4, and Bao Lam 5.

The Bao Lam Area Investment and Construction Project Management Board stated that, from the beginning of 2026 until now, the unit has not been allocated budget for the collection, transportation, and treatment of solid household waste. This has created difficulties in maintaining personnel, operating machinery and vehicles, as well as organizing the regular implementation of tasks. In addition, the funding for handling the accumulated waste generated from 2025 and during the transitional period has not yet been fully determined. Resource allocation for treatment is also hampered by the incomplete review and verification of the accumulated waste volume and the lack of a comprehensive implementation plan.

Currently, the Loc Phu landfill receives approximately 45-50 tons of household waste daily. Many residents living near the landfill express their biggest concern: the risk of recurring environmental pollution during the upcoming rainy season. They have requested that authorities invest in a proper waste treatment system, strengthen inspections of waste transportation and processing, and publicly disclose a plan to completely resolve the accumulated waste so that residents can live and work in peace.

Speaking with a reporter from the Vietnam News Agency (TTXVN), Mr. Nguyen Van Tam, Chairman of the People's Committee of Bao Lam 4 commune, said that the Loc Phu landfill is currently still managed and operated by the Bao Lam Area Investment and Construction Project Management Board. The plan to hand over the landfill to the local authorities for management is still under consideration and has not yet been approved by the competent authorities. To avoid the risk of environmental pollution, the People's Committee of the commune requests the Bao Lam Area Investment and Construction Project Management Board to continue fulfilling its responsibility in managing and operating the landfill, putting an end to the illegal dumping and open burning of waste; and to organize the collection and leveling of all waste dumped into the designated waste storage area according to the approved plan.

Regarding the management and treatment of waste at the Loc Phu landfill, the Vice Chairman of the Lam Dong Provincial People's Committee, Le Trong Yen, signed document No. 7821/UBND-NNMT dated May 27, 2026, assigning the Department of Internal Affairs to take the lead and coordinate with the Department of Finance, the Department of Agriculture and Environment, the Project Management Board for Investment and Construction No. 1, and other relevant units to review and propose a plan for organizing the collection, transportation, and treatment of solid household waste in the transitional and long-term phases.

At the same time, the Department of Finance is tasked with researching and advising on mechanisms to ensure funding for the collection, transportation, and treatment of solid household waste; including considering funding for the treatment of accumulated waste and maintaining operations during the transitional period, and reporting to the Provincial People's Committee before June 5, 2026.

Until an official plan is issued by the competent authority, the Project Management Board for Investment and Construction No. 1 directs the Project Management Board for Investment and Construction in Bao Lam area to continue coordinating with the People's Committees of the communes to maintain the reception and processing of solid household waste; implement measures to handle the accumulated waste, control odors and leachate, and minimize the risk of environmental pollution. Develop a handover plan for submission to the competent authority for consideration and decision; determine the volume of accumulated waste in 2025 and the treatment plan to propose the allocation of funds for implementation according to regulations.

For the People's Committees of Bao Lam 1, Bao Lam 2, Bao Lam 3, Bao Lam 4, and Bao Lam 5 communes, the Lam Dong Provincial People's Committee leadership requested them to proactively review and develop plans for the collection, transportation, and treatment of solid household waste in their areas. At the same time, they were asked to review and propose a management unit for the Loc Phu landfill, and report to the Provincial People's Committee for consideration and decision.
