What needs to be done to prepare the nest for the semiconductor industry's giants?

Preparing the nest to welcome the semiconductor industry eagles.

Speaking at the seminar "Infrastructure Readiness for the Semiconductor Industry in Vietnam" held this morning (December 7th) in Hanoi, Minister of Planning and Investment Nguyen Chi Dung said that, in order to implement the cooperation content on semiconductor industry development in the Vietnam-US Joint Statement, Vietnam has been actively preparing the conditions to be ready to welcome and cooperate with US businesses and investors in the semiconductor industry supply chain.

Vietnam has had specific and consistent directions, goals, and actions to build the crucial initial foundations for this industry. Over the past period, a series of policy initiatives have been implemented.

Firstly, the Government has assigned the Ministry of Planning and Investment to coordinate with relevant agencies to develop a plan for human resource development for Vietnam's semiconductor industry until 2030, with a vision to 2045. The goal is to reach 30,000 semiconductor engineers by 2030.

Secondly, in November of this year, the National Assembly issued a Resolution allowing the Government to draft a Decree establishing an Investment Support Fund for a number of high-tech projects, including projects in the semiconductor industry, which is expected to be issued soon, by mid-2024.

Thirdly, Vietnam established the National Innovation Center (NIC). This is a national agency that promotes the innovation ecosystem and develops high-tech industries, especially the semiconductor industry.

Fourth, the Power Development Plan 8 has also been approved by the Government, ensuring priority is given to providing stable electricity for investment projects and aiming to ensure sustainable energy.

Fifth, transportation systems such as highways and international airports have gradually been completed and synchronized.

Sixth, Vietnam has three high-tech zones in Hanoi, Da Nang, and Ho Chi Minh City, with particularly favorable mechanisms and policies and incentives for high-tech businesses.

John Neuffer, President of SIA, shared information about US-Vietnam cooperation efforts to promote the semiconductor industry.

Mr. Neuffer stated that SIA member companies have made significant investments in Vietnam, including Intel, Marvell, Synopsys, Qualcomm, Ampere, Infineon, and others. Many companies are doubling their investments. These investments demonstrate Vietnam's crucial and growing role in the global semiconductor supply chain.

"We see incredible opportunities for Vietnam to develop its footprint in the global semiconductor supply chain," Neuffer stated.

Ensuring that we are the best source of human resources.

One of the issues of particular concern to SIA's businesses is the availability of high-quality human resources for the semiconductor industry in Vietnam. Businesses have stated that it is currently very difficult to find talent in this field. Therefore, they have expressed a desire to cooperate with Vietnamese businesses and universities to train human resources for the industry.

"Vietnam is committed to providing the best and most comprehensive human resources for the semiconductor industry," Minister Nguyen Chi Dung affirmed.

At the seminar, Mr. Nguyen Van Phuc, Deputy Minister of Education and Training, shared more about Vietnam's human resource advantages. Currently, the number of students studying STEM subjects accounts for one-third and has increased by about 10% in the past three years.

Vietnam has strengths in mathematics and chemistry education, ranking number one in Southeast Asia. This provides a good foundation for the semiconductor and information technology industries. In addition, Vietnam has approximately 40 universities offering programs related to semiconductors.

Mr. Phuc believes that if the demand for semiconductor chips increases, students will show more interest in this field. Vietnam is fully capable of meeting the human resource needs through both supplementary training and completely new training programs.

Representatives from the Ministry of Education and Training expressed their desire for US businesses to cooperate closely with universities, develop training programs, support students in internships, and assist universities in building laboratories.

At the seminar, representatives from local governments also shared information about policies aimed at developing human resources for the semiconductor industry.

Mr. Vuong Quoc Tuan, Permanent Vice Chairman of the People's Committee of Bac Ninh province, said that the locality has been and is developing infrastructure and human resources related to high-tech industries.

In the semiconductor sector, Bac Ninh province boasts the largest industrial infrastructure in Northern Vietnam, making it a center for research, innovation, and technology transfer. The province has a policy of subsidizing 50% of tuition fees for students in high-tech fields, allocating 400 billion VND to this program.

Mr. Tuan stated that in 2024, Bac Ninh will issue a Resolution to support training facilities, tuition fees for students studying semiconductor majors, support land clearance, and provide preferential mechanisms to attract renowned universities to Bac Ninh.

The Ministry of Planning and Investment, the Ministry of Information and Communications, the Ministry of Industry and Trade, local authorities, and Vietnamese businesses have also provided SIA and its member companies with basic information on the investment and business environment, infrastructure conditions for electricity, water, transportation, and preferential policies in industrial parks, economic zones, and high-tech industrial parks.

This demonstrates that Vietnam is ready in terms of infrastructure and necessary conditions to welcome investment projects from American semiconductor companies.
