From the slope at the top of the village, looking down, Lam Ninh is as beautiful as a picturesque landscape painting. The winding concrete road follows the newly built, sturdy houses, embracing the lush green rice fields in their prime. It's a place I've been to before, but returning today, the changes in Lam Ninh leave me utterly astonished... The reception room at the National Historical Monument of the 60 fallen Youth Volunteers of Company 915, Team 91, Bac Thai, was eerily silent that day; Only the sound of sobbing and heart-wrenching remains in my left chest… That must be the harmony of hearts that cherish peace, the admiration of generations to come… As for me, I too have had moments of silence as I reflect on the immortal epic from more than half a century ago. At noon on March 21st, Prime Minister Pham Minh Chinh received Mr. Philippe Tabarot, Minister in charge of transport (under the French Ministry of Ecological Transition and Territorial Integration), who was visiting and working in Vietnam. Over the years, Lao Cai has always focused on implementing policies and regulations for influential individuals, including providing information to this special group of people. Along with organizing training conferences and study tours for influential individuals in other localities, the distribution of newspapers to influential individuals has also been carried out fully and promptly. To better understand this content, a reporter from the Ethnic and Development Newspaper had an exchange with Mr. Nguyen Xuan Nhan, Director of the Department of Ethnic and Religious Affairs of Lao Cai province. On the morning of March 21, at Ba Trieu Temple (Trieu Loc commune, Hau Loc district), the People's Committee of Thanh Hoa province solemnly organized the Ba Trieu Temple Festival 2025, commemorating the 1,777th anniversary of the death of national heroine Trieu Thi Trinh. On the morning of March 21, in Tam Ky city, the People's Committee of Quang Nam province organized the opening of an exhibition showcasing economic , social, national defense, and security achievements; Introducing characteristic products and OCOP products to celebrate the 50th anniversary of the liberation of Quang Nam province (March 24, 1975 - March 24, 2025) and the 95th anniversary of the founding of the Quang Nam Provincial Party Committee (March 28, 1930 - March 28, 2025). On March 20-21, the Ethnic and Religious Affairs Department of Duc Co district (Gia Lai province) organized a training course to provide knowledge on laws, ethnic policies, religious policies, and mediation, propaganda, and mobilization skills for influential individuals. The Tobacco Harm Prevention Fund is preparing to launch a communication campaign with the message "Increase tobacco tax - Reduce disease and poverty" in April and May 2025. A summary of the Ethnic and Development Newspaper. The morning news bulletin on March 21st includes the following noteworthy information: Captivating colors of March flowers. The terraced rice fields of Sang Ma Sao during the rainy season. A village that "tames the earth and fire". Along with other current news in the ethnic minority and mountainous regions, the Hung Kings Commemoration Day and the Ancestral Land Culture and Tourism Week in the year of the Snake - 2025 will be organized by the People's Committee of Phu Tho province from March 29th to April 7th, 2025 (corresponding to the 1st to 10th day of the 3rd lunar month) at the Hung Kings Temple Historical Site, Hung Vuong Square, Viet Tri city. In addition to helping and guiding parishioners to become good citizens before becoming good Catholics, Father Nguyen Khac Hoai of Vong Phan parish, Lac An commune, Bac Tan Uyen district (Binh Duong province) also gathers and promotes many good traditional cultural values, helping parishioners live a good life and uphold moral values. Father Nguyen Khac Hoai has been serving (pastorally) at Vong Phan parish in Lac An commune, Bac Tan Uyen district (Binh Duong province) for 16 months, and the church has become a place for children to play and learn. This is also a place where people often come to learn how to be useful members of society; the parish was chosen as the implementation point for the program "All people unite to build a cultural life in residential areas"... What is special about Father Nguyen Khac Hoai is that in his daily life, he always emphasizes teaching parishioners to be good citizens, before teaching them to be good Catholics. Recently, partly due to the increased need for updating information, removing mortgages, and fulfilling tax obligations, and partly due to concerns about the merger of administrative units, people in Buon Ma Thuot City, Dak Lak province, have been crowding to complete administrative procedures related to land. Approved for investment in 2018, with a total investment of over 553 billion VND, the Dak Pokei water reservoir project in Dak Ruong commune, Kon Ray district (Kon Tum) has still not been able to provide irrigation and domestic water for the people. Locals are "weary" of waiting for water for production, while the project's investor keeps promising a completion date.
Returning to Lam Ninh village, Truong Xuan border commune, Quang Ninh district (Quang Binh province) this time, I couldn't help but be amazed. Amazed by the dramatic transformation of this land nestled deep within the majestic Truong Son mountain range. Previously, one had to follow the banks of the Long Dai River to reach Lam Ninh, but now, a straight concrete road connects from the Ho Chi Minh Trail to the Bru-Van Kieu people in the village.
The highlight is the spacious two-story kindergarten; the irrigation system and the concrete road within the village have also been renovated. Particularly noteworthy are the newly built, sturdy houses of the Bru-Van Kieu people, nestled around the lush green rice fields, making the landscape even more poetic and charming.
Right at the entrance to Lam Ninh village, a spacious two-story kindergarten school appeared before our eyes. We learned that the school was built with funding from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719), with a budget of over 3.8 billion VND.
This place serves both as a learning center for children and a safe haven for the Bru-Van Kieu people during the rainy season. In the future, this preschool will become a landmark of the village's development, etched in the memories of many generations of students and Bru-Van Kieu people in Lam Ninh.
Also from the investment resources of the National Target Program 1719, the People's Committee of Truong Xuan commune allocated 300 million VND to repair and upgrade the Lam Ninh village cultural house. Then, the 250 million VND project to renovate the irrigation canal system created a breakthrough in rice cultivation for the Bru - Van Kieu ethnic group. Furthermore, the construction of an irrigation dam for domestic water supply and irrigation, worth 800 million VND, has also been completed and put into use. After 4 years of implementing the National Target Program 1719, Lam Ninh has completely transformed its appearance.
The old, dilapidated stilt houses of the past are fewer and fewer, replaced by more and more sturdy houses springing up in Lam Ninh. First of all, it must be said that the "boost" from the National Target Program 1719 has invested in building 10 "three-solid" houses in the village.
In addition, livelihood models such as planting acacia trees, raising cattle, and payments for forest protection services have helped many ethnic minority households rise to become well-off. With the money they earn, the people invest in building spacious houses to "settle down" right in their own villages.
Mr. Ho Hon, head of Lam Ninh village, proudly shared that the village now has 5 newly built, spacious houses worth 800 million VND or more. Along with 10 "three-offering" houses built with government support, only 9 households in the village still lack solid housing. However, with the current trend of planting acacia trees and raising cattle, in a few years everyone will have a sturdy house to live in.
Lam Ninh is a village with 54 households and 202 Bru - Van Kieu ethnic minority residents. Forestry and livestock farming account for the main economic components of Lam Ninh. Currently, the village has 213 hectares of acacia trees, 240 buffaloes and cows, and is responsible for protecting over 200 hectares of natural forest.
What brought me equally great joy was gazing at the lush green rice fields surrounding the village. Upon inquiring with the village head, Ho Hon, I learned that the Bru Van Kieu people in the village currently cultivate nearly 6 hectares of rice paddies. Although rice cultivation hasn't yet made the people of Lam Ninh wealthy, at least it has helped them fill their stomachs.
The entire village was determined to maintain two rice crops per year, while also striving to keep its productivity at the top of the commune. This determination became a reality when the government invested in helping the village complete its irrigation system, including dams and canals within the fields.
The Chairman of the People's Committee of Truong Xuan commune, Mr. Pham Van Quang, emphasized: "The National Target Program 1719 has become a major resource creating a strong impetus for Truong Xuan's comprehensive development." Mr. Quang added: In the four villages of Khe Day, Khe Ngang, Hang Chuon-Na Lam, and Lam Ninh, there are currently 252 households and 856 Bru-Van Kieu people living there. After four years of implementing the National Target Program 1719, Lam Ninh has become a shining example of infrastructure development, poverty reduction, and the building of a new cultural life.
Once remote and isolated, Lam Ninh has now become more accessible thanks to the gradual and synchronized investment in infrastructure, with roads reaching even the villages. The Bru-Van Kieu people in Lam Ninh have also changed their mindset and methods to develop production and achieve prosperity.
At this rate, I believe that on my next visit, I will witness even more new and exciting things in Lam Ninh's journey of "rise and fall."
