On the afternoon of April 29th, at Duy Tan High School (Tuy Hoa City), the Provincial Committee of the Vietnam Fatherland Front organized a social critique conference on the Draft Decision of the Provincial People's Committee promulgating regulations on tutoring and supplementary classes in the province.

Attendees included Deputy Director of the Department of Education and Training Vo Thi Minh Duyen; representatives from relevant departments and agencies; consulting experts from the Provincial Fatherland Front Committee; education administrators, teachers, parents, and students from schools in Tuy Hoa City.

Opening the conference, Vice Chairman of the Provincial Fatherland Front Committee Pham Van Bay clearly stated the purpose of the social critique of the Draft Decision of the Provincial People's Committee promulgating regulations on tutoring and supplementary classes in the province; a representative from the Department of Education and Training presented the new points of Circular 29 of the Ministry of Education and Training . Based on this, the Provincial Fatherland Front Committee outlined several key areas for social critique and listened to feedback and critiques from representatives of member organizations of the Fatherland Front, education management agencies, researchers, teachers, parents, students, etc., regarding the contents related to tutoring and supplementary classes as outlined in the draft decision of the Provincial People's Committee.

At the conference, opinions expressed agreement with Circular 29 of the Ministry of Education and Training, as it aligns with many current policies and regulations and practical requirements. However, to make it more rigorous and specific, delegates suggested that the draft Decision of the Provincial People's Committee promulgating regulations on extracurricular tutoring in the province should more clearly define the management of extracurricular tutoring outside of schools; the responsibilities of principals and relevant levels and sectors; the necessary physical facilities for organizing tutoring; and the mechanism for granting and managing finances, etc. All opinions of the delegates were acknowledged and specifically addressed by the Deputy Director of the Department of Education and Training, Vo Thi Minh Duyen, at the conference.

Based on the opinions expressed at the conference, the conference chairman requested the drafting agency to comply with the regulations in the Law on the Promulgation of Legal Documents, review the legal basis and issues related to the legitimate right to teach and learn of teachers and students; in particular, it must be consistent with reality and harmonize with legal regulations on finance, budget, and other relevant regulations to finalize the Draft Decision of the Provincial People's Committee on supplementary teaching and learning.

Previously, the Provincial Fatherland Front Committee also organized a social critique conference on the Draft Decision of the Provincial People's Committee promulgating regulations on tutoring and supplementary classes in the province in Tay Hoa and Son Hoa districts.
