For the final leg, the order was issued by the Chairman of the Provincial People's Committee: Absolutely no "your rights, my rights", roll up your sleeves and get to work!

Still slow

According to the Department of Planning and Investment, the total public investment capital in 2024 is more than VND 8,884 billion. Of which, the public investment capital plan in 2024 is more than VND 7,056 billion (central budget is more than VND 2,194 billion, the rest is local budget); the capital plan in 2023 extended to 2024 is more than VND 1,827 billion.

To date, the province has allocated more than 6,614 billion VND in detail to sectors and localities, reaching 94%. The remaining capital plan that has not been allocated in detail is more than 442 billion VND (central budget more than 16 billion VND from the national target program; provincial budget more than 426 billion VND).

This is a fairly large amount of money, but the disbursement rate as of September 20 (according to statistics from the Provincial State Treasury) is only approximately 39% of the total adjusted public investment capital in 2024, at more than VND 3,492 billion. Of which, the public investment capital plan in 2024 disbursed more than VND 2,639 billion, reaching 37.4%; the capital plan in 2023 extended disbursement of more than VND 853 billion, reaching 46.7%.

“On September 30, the Provincial People's Committee will invite investors who are slow to disburse funds and leaders of 7 districts including Hiep Duc, Phu Ninh, Bac Tra My, Duy Xuyen, Nong Son, Que Son, Hoi An, assign responsibilities and require commitments. If they cannot do it, they must transfer the source to the province. Departments, branches, and localities must coordinate well, avoiding the situation of “you and me” in performing tasks. Any department, branch, or unit that has responsibility must roll up their sleeves and get to work, not stand on the sidelines; must turn the impossible into the possible, stop complaining about difficulties and the impossibility of doing things.”

Chairman of the Provincial People's Committee Le Van Dung commented that there have been positive signs of disbursement, however the current figures are still not good, there is still a lot of work left.

“The province’s development speed will be at risk of slowing down if investment projects are not promptly implemented and completed. Among many reasons, there is a subjective reason that units have not focused strongly since the beginning of the year. All levels of the industry have not yet taken part, especially the heads of Party committees and authorities of agencies and units in directing the disbursement of capital for basic construction investment.

With the same content, the same project program, why can one locality do it but another not, why can one unit do it but another unit is stuck. The important reason is that the leadership is not resolute" - the Chairman of the Provincial People's Committee frankly said.

Through inspections and reviews by five provincial working groups, the prolonged site clearance work remains the main reason for the slow progress. Confirming the origin of the land is difficult, and human resources for site clearance are lacking.

The shortage of earth and sand for construction has led to some contractors implementing construction at a slow pace. Quang Nam has 9/18 mountainous districts, complex weather conditions affecting the construction process...

Notably, the total land use revenue of the province is estimated to be only about 701 billion VND by the end of August 2024, reaching only 26%). To date, about 1,999 billion VND is still not available for allocation and disbursement according to the target assigned by the Prime Minister .

Set a deadline

Vice Chairman of the Provincial People's Committee Tran Nam Hung - Head of Working Group No. 3 said that he had gone to each locality and project to direct the resolution of problems for each specific household.

“For matters under the province’s authority, the working group has issued conclusions and instructions for the sectors and localities to implement quickly. Now, the solution is to focus on disbursing the allocated capital. The entire political system of the district must focus on handling two main issues: compensation and resolving difficulties in raw materials.

We must set a specific deadline to focus on. For localities with a disbursement rate below 60%, we propose that the Standing Committee of the District Party Committee of that locality must hold a meeting every 2 weeks and assign specific targets for each capital source," said Vice Chairman of the Provincial People's Committee Tran Nam Hung.

Capital for National Target Programs (NTPs) also has many worrying issues regarding disbursement rates. Through surveys and field inspections, the working groups assessed that there has been a lack of synchronous coordination, unity and high determination in the direction and management from the Party Committee to the government in disbursing this capital source.

Provincial coordination offices have not fulfilled their responsibility of urging and guiding localities to implement the 3 National Target Programs. Many localities have not established appraisal teams, leading to overload in appraisal work for the Economic - Infrastructure Department.

Many documents issued by central agencies to implement the program are still slow and not synchronized, some contents are still overlapping. The Law on Bidding stipulates that public capital sources of more than 100 million VND must be bid, affecting the implementation progress of the programs...

Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that the total investment capital in target programs is very large, but extremely difficult and divided into many small groups.

“Each small group from this source of capital bought a few pigs and cows. Some departments have not yet started, while some departments have already done everything. With the same program, some districts have done very well, but some districts have done very slowly.

Nam Giang is a locality that is doing things very methodically. The spirit is to move and solve many problems on its own. The source of capital for the career is favorable because it does not depend on weather, sand and rocks, but only on determination, so the direction will ensure that it is in the average and good group of the whole country" - Mr. Tuan informed.

The upcoming requirement is to resolutely transfer resources, not to let places without volume have money, Chairman of the Provincial People's Committee Le Van Dung also directed working groups to direct investors to complete documents to pay for completed volume.

The Departments of Natural Resources and Environment, Planning and Investment, Finance, and Provincial Police will monitor, supervise, and advise on handling any speculation or price inflation of raw materials. At the same time, speed up the process of establishing procedures and licensing mines, creating conditions to reduce the pressure on raw material prices for people and businesses.
