According to the report, the Hoang Dong hotel and golf course project has a total land acquisition area of more than 197 hectares, affecting 584 individual households, 1 organization and 2 residential communities. As of June 5, 2025, the City People's Committee has cleared 195.2/197 hectares, equivalent to 98.8% of the total area. Currently, there are 1.95 hectares of community land and 90 graves that have not completed the site clearance work.
At the Lang Son Province Sports Complex project - the central stadium and multi-purpose gymnasium have an area of 28.72 hectares, with 181 households and 3 organizations affected. The Lang Son City People's Committee has issued 164 land acquisition notices, prepared compensation records for 93 cases, completed counting 13 cases, and has not yet approved the compensation plan.
The biggest difficulties and obstacles in the two projects are the slow process of moving graves due to the relationship with the family; some plots of land have not yet identified the land users; the progress of developing specific land prices is slow; households have not yet coordinated to count according to plan.
Regarding construction, the Hoang Dong hotel and golf course project cannot be started yet because it has to complete legal documents such as the project's environmental impact assessment report, many other investment procedures must be re-implemented; the resettlement project has been bid for construction but the construction of the items has not been implemented yet.
For the Lang Son Provincial Sports Complex project - the central stadium and multi-purpose gymnasium, the investor has been approved by the Provincial People's Council for investment policy and has completed the architectural design competition. The project has 16 bid packages and has completed the selection of contractors for 8 bid packages.
During the inspection, the representative of the investor of the Hoang Dong golf course hotel project proposed that the City People's Committee speed up the relocation of graves at the project; the Provincial People's Committee guide the investor to complete legal procedures. The representative of the investor of the Lang Son provincial sports complex project - the central stadium and multi-purpose gymnasium proposed that the City People's Committee urgently complete the construction of specific land prices; relocate the technical infrastructure of medium-voltage and low-voltage power works to promote the progress of site clearance for the projects, so that the investor can start the project in June 2025.
Concluding the inspection, the Standing Vice Chairman of the Provincial People's Committee acknowledged that the investors had made great efforts in implementing the projects. However, the progress of site clearance and grave relocation was slow and had many obstacles, affecting the overall progress of the project.
Regarding the tasks in the coming time, he requested the People's Committee of Lang Son city to focus on directing the work of site clearance and grave relocation to meet the set progress requirements.
For investors in the Hoang Dong hotel and golf course project, the Standing Vice Chairman of the Provincial People's Committee requested investors to promptly complete legal procedures and construct resettlement areas. Departments and branches continue to guide investors to promote the completion of legal procedures according to regulations, especially environmental and construction procedures.
Regarding the Lang Son provincial sports complex project, the Standing Vice Chairman of the Provincial People's Committee requested the investor to urgently complete legal procedures, coordinate with the People's Committee of Lang Son city and Mai Pha commune to carry out site clearance work to start the project in June 2025.
