Lao Cai implements campaign to enrich and clean up provincial land database

The Chairman of the Provincial People's Committee requests:

Complete land database

Review and complete the land database of Lao Cai province, ensuring "correct - sufficient - clean - living - unified - shared"; consistent with the 2-level local government organization model; The province's land database must be connected to the national land database, connected to share the national population database; connected to the tax database, and some key sectors of the province.

Land data must be cleaned and unified according to the standards prescribed in Circular No. 08/2025/TT-BCA dated February 5, 2025 of the Ministry of Public Security on Promulgating National Technical Regulations on the structure of data messages exchanged with the National General Database.

Review and complete the land database of Lao Cai province, ensuring "correct - sufficient - clean - viable - unified - shared"

Review and restructure land-related administrative procedures and processes, reduce paper documents; exploit available data in the land database, national population database and other databases to resolve land-related administrative procedures for people and businesses.

Ensure safety and security of information and data throughout the implementation process; have backup plans and handle incidents promptly.

The implementing agencies must clearly assign responsibilities, authority, time, and results, and closely coordinate in implementing the tasks. Regularly check, monitor, and report on implementation results to promptly resolve any difficulties or problems.

From September 1 to November 30, 2025, 99 commune-level administrative units of the province will implement

Implementation period: 90 days starting from September 1, 2025 to November 30, 2025.

Scope of implementation: 99 commune-level administrative units of Lao Cai province

Implementation tasks: Review and clean up the land database that has been built over time in 99 communes and wards in Lao Cai province (after the merger) with over 5 million land plots. Collect, digitize, and create data for Certificates (residential land, houses) that have been issued but not yet updated in the database.

The Chairman of the Provincial People's Committee requested relevant agencies and units to seriously organize the implementation, ensuring the correct progress, quality and efficiency. During the implementation process, if there are any difficulties or problems, the units are requested to promptly report to the Working Group (through the Department of Agriculture and Environment) for synthesis, guidance, and resolution according to their authority or report to competent authorities for consideration and decision.
