Restoring order and ensuring traffic safety.

In early 2025, several new policies in the field of road traffic safety, such as the Law on Road Traffic Order and Safety and Government Decree 168 on administrative penalties for violations of road traffic order and safety; and the deduction and restoration of points on driver's licenses, came into effect. As a result, the road traffic order and safety situation nationwide has seen positive changes; traffic accidents have been controlled and significantly reduced in terms of the number of incidents, deaths, and injuries.

Take decisive action.

With numerous new regulations and increased penalties for certain violations, the Law on Road Traffic Order and Safety and Decree 168 have proven effective, contributing to raising public awareness of traffic regulations. In particular, the Ministry of Public Security's vigorous implementation of Decree 168 has helped restore order in traffic and foster a habit of law compliance among citizens and businesses. As a result, many previously common violations such as drunk driving, speeding, running red lights, reckless driving, and driving against the flow of traffic have significantly decreased compared to the same period last year.

Simultaneously, the Department of Transport (now the Department of Construction), along with the Provincial Police and local authorities, resolutely reviewed and definitively addressed existing shortcomings and inadequacies in traffic signal systems, traffic signs, and other road infrastructure; thereby contributing to creating a more suitable and convenient transportation infrastructure for the people.

According to the Provincial Traffic Safety Committee, in the first quarter of 2025, the whole country experienced 4,760 traffic accidents, resulting in 2,615 deaths and 3,186 injuries. Compared to the same period in 2024, traffic accidents decreased by 1,833 cases (27.8%), deaths decreased by 215 people (7.6%), and injuries decreased by 2,003 people (38.6%). Within the province, there were 54 traffic accidents, resulting in 37 deaths, 40 injuries, and property damage of approximately 445 million VND; a decrease of 22 cases (28.9%), 7 deaths (15.9%), and 11 injuries (21.6%) compared to the same period in 2024.

Lieutenant Colonel Vo Hung Tuong, Head of the Traffic Police Department of the Provincial Police, said: "As soon as the Law on Road Traffic Order and Safety and Decree 168 came into effect, the Traffic Police Department, in coordination with other forces, intensified patrols and dealt with violations decisively, 'without forbidden zones or exceptions.' After a period of implementation, it can be seen that the number of traffic order and safety violations has decreased significantly; the public's awareness of compliance has been increasingly improved. In the first quarter of 2025, traffic accidents were controlled and reduced in all three aspects compared to the same period in 2024."

Strengthen inspection and supervision.

According to the Provincial Traffic Safety Committee, although traffic order and safety are basically under control, the situation is not yet truly sustainable. Serious and especially serious traffic accidents still occur in the province. Analysis shows that one of the main causes of these accidents is the poor awareness of traffic safety regulations among a segment of road users; violations such as speeding, driving in the wrong lane, and driving under the influence of alcohol or drugs still occur.

To achieve the goal of significantly and sustainably reducing traffic accidents, the Provincial Traffic Safety Committee requests that all sectors and localities continue to seriously and effectively implement the plans and directives of the Government and the province regarding ensuring traffic order and safety. The Provincial Traffic Safety Committee particularly emphasizes the role of propaganda and education on safe traffic participation knowledge and skills to raise the awareness of traffic participants in voluntarily complying with the law, and persistently building a traffic culture among the entire population.

Mr. Tran Xuan Tuc, Director of the Department of Construction and Deputy Head of the Standing Committee of the Provincial Traffic Safety Committee, stated: In the first months of the year, traffic safety and order have achieved many positive results. In particular, the implementation of Decree 168 has contributed to restoring traffic safety and order, and raising the awareness and responsibility of people participating in traffic. To improve the effectiveness of traffic safety and order in the coming period, it is requested that departments, agencies, and localities strengthen propaganda efforts, build a traffic culture; and intensify inspection, supervision, and strict handling of violations.

In the first few months of the year, efforts to ensure traffic order and safety yielded many positive results. In particular, the implementation of Decree 168 contributed to restoring traffic order and safety, and raising awareness and responsibility among citizens when participating in traffic.

The Department of Construction is working closely with local authorities to strengthen investment and development of transportation infrastructure; promptly addressing traffic accident hotspots and potential accident locations. Traffic police forces need to improve their capabilities, increase the application of science and technology, effectively utilize command centers and traffic surveillance camera systems; and exploit data from vehicle tracking devices and driver image recording devices for commercial transport vehicles to enhance the effectiveness of traffic safety management.
