Putting ethnic minorities at the center of all policy decisions.

The collaboration between the National Assembly's Ethnic Affairs Committee and Agribank has created a harmonious and integrated cycle between policy planning and implementation. In the coming period, Agribank will continue to support lending to projects under the National Target Program for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous regions for the period 2026-2035. It will also cooperate with the Ethnic Affairs Committee in social welfare activities and support for ethnic minorities and mountainous communities.

Aiming towards the core objective of caring for the material and spiritual lives of ethnic minorities and people in mountainous areas.

As an agency of the National Assembly responsible for reviewing the implementation of ethnic policies in draft laws, ordinances, and resolutions; supervising the enforcement of laws in the field of ethnic affairs; advising the National Assembly on important national issues; and researching and making recommendations to the National Assembly on ethnic affairs, the Council for Ethnic Minorities Affairs always proactively monitors and comprehensively understands the situation in ethnic minority and mountainous regions.

The National Assembly's Ethnic Affairs Council has held numerous sessions focusing on providing input on socio-economic reports for ethnic minority and mountainous regions, the implementation of ethnic policies, programs, and projects for socio-economic development in these regions, reflecting the opinions and recommendations of voters and the people; and participating in and coordinating the review of draft laws and resolutions of the National Assembly . Through these sessions, the Ethnic Affairs Council has gained a clearer understanding of the situation in ethnic minority and mountainous regions and the aspirations of ethnic minority communities, enabling it to compile and report to the National Assembly and the Standing Committee of the National Assembly.

In the legislative process, the National Assembly's Ethnic Affairs Committee has participated in and provided input on numerous draft laws, ordinances, and resolutions. Many of these draft laws have content and scope related to ethnic affairs, ethnic minority communities, and mountainous regions, contributing to the institutionalization of the Party and State's ethnic policies, concretizing constitutional provisions related to ethnic affairs, and ensuring their feasibility and implementation.

Notably, for draft laws that have a significant impact on the lives of ethnic minorities, in addition to consulting with experts, the Standing Committee of the National Assembly's Ethnic Affairs Committee focuses on consulting with those affected.

In accordance with the Law on the Promulgation of Legal Documents, the Standing Committee of the National Assembly's Ethnic Affairs Committee has proactively participated in the development and refinement of policies for ethnic minorities right from the initial stages of drafting legislation.

The National Assembly's Ethnic Affairs Council was tasked with overseeing the comprehensive monitoring of the Party and State's policies towards ethnic minority areas, including several national target programs for the period 2012-2018. Following this comprehensive monitoring, the Ethnic Affairs Council recommended that the National Assembly issue a comprehensive plan for socio-economic development in ethnic minority and mountainous regions.

Therefore, on November 18, 2019, the National Assembly issued Resolution No. 88/2019/QH14 approving the overall plan for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; subsequently, it issued Resolution No. 120/2020/QH14 approving the investment policy for the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030. This is the first time the National Assembly has had a separate national target program dedicated to the socio-economic development of ethnic minority and mountainous areas, marking an important step in the strategy and a turning point for the Party and State of Vietnam regarding ethnic affairs.

In 2023, the National Assembly's Ethnic Affairs Committee was tasked with leading and coordinating with relevant committees to advise and assist the National Assembly's supervisory delegation on the thematic issue of "Implementing the National Assembly's resolutions on national target programs for new rural development in the 2021-2025 period, sustainable poverty reduction in the 2021-2025 period, and socio -economic development in ethnic minority and mountainous areas in the 2021-2025 period . " This was also the first time the National Assembly conducted mid-term supervision of the implementation of three national target programs, resulting in a broad scope and volume of work involving numerous committees, agencies of the National Assembly, the Government, and local authorities.

Based on the monitoring results, the National Assembly's Ethnic Council advised the monitoring team to prepare a monitoring report and a draft resolution to be submitted to the National Assembly. The National Assembly subsequently adopted a resolution on the results of the thematic monitoring, containing many important contents, recommendations, and solutions to accelerate progress and improve the effectiveness and quality of national target programs in the coming period.

All activities of the National Assembly's Ethnic Affairs Committee are centered around ethnic minorities. All policies, decisions, and legal regulations are geared towards the core objective of caring for the material and spiritual well-being, preserving culture, and ensuring the legitimate rights of the people, especially in remote and disadvantaged areas.

Agribank - an extended arm in realizing policy.

In the context of the difficult living conditions of ethnic minority communities, whose livelihoods mainly depend on agriculture and forestry with low productivity, lack of capital, and unstable employment, and who are vulnerable to natural disasters and climate change, the National Assembly's Ethnic Affairs Committee always pays close attention to and cares for the social welfare of ethnic minorities. The Ethnic Affairs Committee, in coordination with Agribank, visited and presented gifts to ethnic minority households and families entitled to preferential policies.

In the period from 2020 to 2025 alone, Agribank has allocated over 2,650 billion VND to social welfare activities. This figure is expected to reach approximately 700 billion VND in 2025, with numerous large-scale and practical programs that have made a significant impact on improving living conditions and supporting sustainable livelihoods for people, especially in rural areas, remote areas, and areas facing many difficulties.

Firmly committed to serving the "three rural sectors" (agriculture, farmers, and rural areas) and spreading the spirit of "Banking for the community," Agribank continuously promotes its role as a leading state-owned commercial bank, linking growth with social responsibility; accompanying the Party, Government, localities, and communities in achieving the goal of sustainable poverty reduction, ensuring social security, for a prosperous, humane Vietnam where no one is left behind.

Agribank has proactively implemented the Resolutions of the National Assembly and national target programs to bring credit policies to ethnic minority communities.

Typically in Dinh Lap district (now Dinh Lap commune, Lang Son province), according to Agribank Dinh Lap credit officers, the difficulty in credit work is always thinking about how to communicate to households the policies of the Party and State that are being implemented to support the people, so that people can confidently borrow capital and develop their family economy. Credit officers have to eat and sleep in the villages to disseminate information about preferential loan policies, mobilize, guide, and support people in preparing loan applications and procedures.

Agribank not only gets closer to the people through its extensive network of branches and transaction offices, but also because it has implemented many products and services to promptly meet the financial needs of the people, including the mobile banking model using specialized vehicles. In these compact vehicles, bank staff travel daily to commune offices in remote areas to provide dedicated service to the local people.

In the process of restructuring the economy towards a green and sustainable direction, Agribank is gradually reorganizing its capital flows towards long-term, selective lending linked to value chains, thereby contributing to the creation of a modern, efficient, and sustainable agricultural economy. From scattered and individual lending, Agribank is strongly shifting towards providing credit along the entire value chain from production and processing to consumption.

In many localities, Agribank's capital is helping people shift from traditional forest planting to internationally standardized forests. Not only does Agribank provide loans to help transform forestry production towards sustainability, but it also acts as a facilitator, helping many farmers transition from small-scale to large-scale production; or to restructure crop and livestock production, introducing high-economic-value varieties.

According to Resolution No. 22/2026/QH16 on the National Assembly's monitoring program for 2027, the National Ethnic Council will preside over the monitoring of " the implementation of Resolution No. 257/2025/QH15 dated December 11, 2025, of the National Assembly approving the investment policy for the National Target Program on building new rural areas, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas for the period 2026-2035" .

Agribank is committed to continuing its support and providing loans for projects under the National Target Program for building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous regions during the 2026-2035 period. It will also cooperate with the National Ethnic Council in social welfare activities and support for ethnic minorities and mountainous communities.

The collaboration between the National Assembly's Ethnic Council and Agribank has created a harmonious, closed loop between policy planning and implementation. At the 65th anniversary celebration of the National Assembly's founding, Agribank's partnership further affirmed its role as an extended arm, bringing the policies and resolutions of the National Assembly and the Government into capital flows, creating livelihood opportunities in remote villages through preferential credit packages.
