Speaking at the opening session of the 18th Congress of the Hanoi City Party Committee, term 2025-2030, on the morning of October 16th, the Head of the Hanoi City Party Committee's Organization Department, Ha Minh Hai, emphasized that the 18th Congress of the Hanoi City Party Committee is taking place at a particularly important time when the entire Party, people, and armed forces of the Capital are striving to successfully implement the Resolution of the 13th National Congress and looking forward to the 14th National Congress of the Party. This is coupled with the synchronized implementation of the Resolutions and Conclusions of the Central Committee and the "trio of strategies" for the development of the Capital: Resolution 15 of the Politburo - the Law on the Capital - and the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050.

This is a strategic milestone, ushering in a new era of development for the capital city – an era of innovative thinking, creative action, deep integration, and sustainable development.

In this context, the Party Committee of the City's Party agencies, playing the role of "intellectual nucleus - strategic planning center - comprehensive brain - pioneering vanguard," is the heart of the city's political system, where the will, intellect, courage, and spirit of unity and pioneering of the city's Party cadres and members converge, making a significant contribution to the renewal, development, and modernization of the Capital in the new era.

To ensure the smooth organization and operation of the two-tiered local government model.

According to the Head of the Hanoi City Party Committee's Organization Department, Ha Minh Hai, during the past term, the Party Committees of the Party agencies in Hanoi City have achieved many important, comprehensive, and outstanding results. First of all, the work of Party building and organization has been implemented synchronously, linking theory with practice; many important policies and resolutions have been issued, contributing to spreading the culture and ethics of public service, fostering political acumen and the exemplary spirit of cadres and Party members.

The Party Committee has advised on the reform of organizational and personnel work, effectively implemented Resolution 18 and the conclusions of the Central Committee, streamlined the apparatus, and operated the two-tiered local government model smoothly; at the same time, it has completed the construction of a digital database of Party members and civil servants, serving transparent and scientific management and evaluation.

Alongside this, the Party Committee has reformed its leadership methods in conjunction with digital transformation, innovating inspection and supervision work, shifting from "detection and handling" to "prevention and early warning." Simultaneously, it has issued mechanisms to protect and encourage cadres who dare to think, dare to act, and dare to innovate for the common good. In particular, it has successfully piloted four Party administrative procedures in the digital environment; implemented paperless meeting rooms, centralized digital reporting, and full-process digital signatures, forming a model of "Digital Party Committee – Digital Party Members – Smart Governance."

The Fatherland Front and mass organizations continue to innovate their methods of operation, promoting their role in supervision, criticism, and collaboration with the government. The effective utilization of the VNeID and iHanoi platforms has created a 24/7 interactive channel between the government and the people, strengthening the close relationship between the Party, the government, and the people of the capital city.

These results have contributed to the successful implementation of the Resolution of the 17th Congress of the City Party Committee, with most targets completed and exceeded, including 4 targets completed one to two years ahead of schedule…

Besides the achievements and new favorable opportunities, the Head of the City Party Committee's Organization Department, Ha Minh Hai, stated that the Party Committees of the city's Party agencies are also facing numerous challenges, such as: the urgent need to innovate the Party's leadership methods in the digital environment, requiring each cadre and Party member to have digital thinking, digital skills, digital culture, and professional conduct, adapting quickly to new technologies; and the limited capacity for organization, implementation, and inter-level and inter-sectoral coordination…

Furthermore, traditional administrative mindsets remain a bottleneck. Data connectivity and sharing between systems, levels, and sectors are limited; many cumbersome paperwork procedures waste time and money…

Building a team of professionals with expertise, knowledge, skills, and digital thinking.

In response to the demands of the new development era, the Party Committee of the Party agencies of Hanoi City has determined that a breakthrough is needed in reforming leadership methods, "using data as the basis for operation and decision-making; using innovation as the driving force for development; and using the people's trust as the measure of effectiveness." At the same time, it will continue to innovate in the organization, training, and evaluation of cadres, enhancing capacity and a transparent, professional, and efficient public service culture.

Specifically, the focus is on five key areas: Firstly , innovating leadership methods and strategic advisory capabilities. Shifting the mindset from "management to service, from administration to creation, from command to partnership"; promoting the pioneering role of the city's Party organs in governance, operation, analysis and forecasting, inspection and supervision, and data-driven decision-making.

Promoting the development of science and technology, innovation, and comprehensive digital transformation, considering "digital citizens - artificial intelligence - big data" as three important pillars; forming a large data repository that is "accurate - complete - clean - vibrant - unified - shared" to serve development; building "Digital Party Committees - Digital Party Members".

Secondly , breakthroughs in organizational and personnel management – ​​using efficiency, satisfaction levels, and prestige as benchmarks. All personnel selections must be based on specific data, standards, and outputs; encouraging and protecting those who dare to think, dare to act, and dare to innovate for the common good. Building a team of personnel with expertise, knowledge, skills, and digital thinking, transparent with political integrity and a spirit of service. Innovating personnel evaluation using digital data, based on key objectives and results, OKR – KPI – Dashboard…

Recruiting, assigning, and replacing staff according to the principle of "in and out, promotion and demotion" is considered normal practice, becoming a part of the public service culture, ensuring fairness and transparency, and continuously improving quality and creating motivation for advancement throughout the system.

Thirdly , building a civilized, modern, and professional public service culture and ethics – imbued with President Ho Chi Minh's teachings of "diligence, frugality, integrity, righteousness, and selfless dedication," building a team that practices what it preaches, is dedicated, hardworking, honest, and creative, and uses the satisfaction of the people as a measure of success. Making digital culture and transparency the new foundation of modern public service culture.

Fourth , innovate inspection and supervision work, promote democracy and social criticism. Strengthen smart supervision and early warning systems based on digital data; establish a 24/7 online exchange mechanism with artificial intelligence support between the Party and the people; deeply and effectively implement the motto: "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." Promote digital communication, utilize VNeID and iHanoi to disseminate official information and strengthen the people's trust.

Fifth , strengthen the learning, training, and development of cadres to adapt to the digital age. Fundamentally reform the thinking on cadre training, from "teaching to know" to "learning to do, learning to create, learning to disseminate"; build a model of the "Hanoi Digital Academy" to train a new generation of cadres.

Effectively implement the lifelong learning movement and the digital literacy campaign so that every official and citizen becomes a creative subject, every organization becomes a center of innovation, and the entire city becomes a Learning City – a Creative City.
