At the conference, Associate Professor Dr. Tang Thi Thu Trang, senior lecturer at the Institute of State and Law, Ho Chi Minh National Academy of Politics , presented the key contents of the 2026 Law on the Capital City.
The presenter focused on analyzing the context of its enactment, new points, specific mechanisms, and strategic significance of the Law on the Capital City No. 02/2026/QH16, which was passed by the 16th National Assembly on April 23, 2026, and came into effect on July 1, 2026.
The 2026 Capital City Law comprises 9 chapters and 36 articles, with many outstanding mechanisms and policies aimed at creating new impetus for the development of Hanoi in a cultured, civilized, and modern direction.
The law sets the goal of building Hanoi into a green and smart city by 2035; a global innovation hub by 2045; and a city with one of the world's highest happiness indices by 2065.

One of the prominent features of the Law is the promotion of decentralization and delegation of power, increasing the initiative and accountability of the Hanoi city government.
At the same time, the Law also adds many controlled testing mechanisms, creating conditions for the Capital to proactively implement development policies that are appropriate to the practical requirements in the new period.
Through the conference, the cadres, Party members, and people of Phuc Thinh commune gained a better understanding of the role, significance, and core contents of the 2026 Capital City Law, thereby creating unity in awareness and action, contributing to the rapid implementation of the Party and State's guidelines and policies at the grassroots level.
