The Can Tho City Police Department organized over 300 political activities, propaganda campaigns, and support programs to accompany and assist the people; more than 100 practical models and initiatives have been launched and put into operation in various units and localities. In particular, they implemented a program to build 1,000 houses for disadvantaged families in the area, initiated by the City Police Department. These figures are vivid evidence of the proactive, responsive, and decisive spirit of the Can Tho City Police Department in putting the resolutions, directives, and policies of the Ministry of Public Security into practice.

Colonel Vo Thi Hong Tien, Head of the Political Affairs Department of the Can Tho City Police, said that after receiving the launching plan from the Ministry of Public Security, the unit advised the Party Committee and the Board of Directors to issue a resolution directing the implementation of the emulation campaign. At the same time, they guided 100% of police units and localities to organize the launching and signing of the campaign throughout the city. They also advised on innovating the content and form of implementation, closely adhering to the specific characteristics of the locality.
For urban areas, the focus is on administrative reform to better serve the people; in areas with complex crime situations, emphasis is placed on combating and suppressing crime; and the content is flexibly adjusted according to each stage. Each unit has its own project or task, applying technology to monitor and evaluate results. The movement is implemented in a specific, practical, and flexible manner, with evaluation and inspection; while being closely linked to the political tasks and characteristics of each unit and locality.

Over 300 activities have been implemented recently, focusing on innovative, simple, and relatable formats. A prime example is the "Competition to learn about the Resolution of the 14th Party Congress and the 'Three Best' emulation movement," presented in a theatrical format, creating a beneficial political platform that attracted cadres and soldiers to participate in learning and exchange. Through each competition segment, especially the theatrical performance, the message was conveyed in a gentle yet profound way.
The "Three Best Diaries" model implemented by the Women's Union of the City Police Department has become a beautiful aspect of daily life. Each diary entry is a beautiful memory of closeness and sharing with the people, and many other meaningful and humane models, such as: the "Meal of Compassion" model; "Setting a good example for those above, actively following it below - for the Party and the people"; or the model of sponsoring and providing long-term support to two orphaned students with particularly difficult circumstances in the area.
Lieutenant Colonel Truong Thanh Hieu, Head of Tan Hoa Commune Police, shared: “Since implementing the “Three Best” movement, the unit has concretized it through practical daily actions. In particular, we have identified the criterion of “Closest to the People” as the focus; organizing many programs for free medical examinations and medicine distribution, and giving gifts to the needy with a total expenditure of over 300 million VND. Especially, the model “Listening to the people at the end of the month, explaining things so the people understand, and earning the people's trust” helps our officers promptly grasp the people's concerns, support them in resolving administrative procedures, and maintain security and order at the grassroots level.”
In addition, the movement to build "regular, green, clean, and beautiful" units has also brought about significant changes. The self-awareness of officers and soldiers has been enhanced; offices and rest areas are arranged scientifically and neatly. The unit consistently maintains a strict 24/7 duty and combat readiness regime, ensuring punctuality, a professional work style, and high combat readiness in all situations.

The positive changes from grassroots units such as Tan Hoa Commune Police and many others are a vivid testament to the effectiveness of strictly adhering to the regulations of the People's Police, and are a crucial factor in successfully implementing the "Three Best" emulation movement. From small daily actions, a foundation is laid for units to excellently fulfill all assigned tasks.
Colonel Nguyen Thanh Trang, Deputy Director of the Can Tho City Police Department, assessed that the City Police Department has performed very well in complying with the regulations of the People's Police. This is most clearly demonstrated in the communication, conduct, and sense of responsibility of each officer and soldier. To build on the achievements, the Party Committee and the Board of Directors of the City Police Department require officers and soldiers to continue to strive, uphold their roles and responsibilities; strictly adhere to regulations and maintain proper etiquette, demeanor, and cultural conduct when interacting with the people.
