Associate Professor Dr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), said that the Ministry will compile and analyze the information to propose a reasonable plan to report to the Standing Committee of the Government before officially announcing it, expected in the fourth quarter of this year.
Mr. Le My Phong, Deputy Director of the Quality Management Department, added that the 2025 high school graduation exam will be finalized and announced, and preparations will gradually be made to implement the exam organization plan to ensure that the exam results truthfully and objectively reflect the students' level and abilities, with reliability and differentiation for considering high school graduation for candidates, and to provide information to assess the quality of education, adjust the teaching process to improve the quality of teaching in high schools.
At the same time, the Ministry of Education and Training will also strengthen its guidance on reforming teaching methods and reforming regular and periodic testing and evaluation in general schools according to the competency-based assessment orientation, ensuring consistency and contributing to improving the quality and effectiveness of exam organization.
Increase pressure gradually.
According to Professor Nguyen Tien Thao, Director of the Testing Center of Hanoi National University, it is necessary to recognize that the 2018 General Education Program will begin implementation at the high school level from the 2022-2023 academic year, and the first cohort of high school students will graduate in 2025.
Regarding the Ministry of Education and Training's draft plan for the high school graduation exam from 2025, Mr. Thao expressed his support for the plan of 4 compulsory subjects and 2 elective subjects chosen from the 4 subjects students study in high school. This aligns with the stated learning outcomes of the 2018 General Education Program and remains fundamentally stable compared to the current exam format. Students and parents alike desire stability in the methods of testing and evaluating learners.
According to Nguyen Quoc Binh, Principal of Luong The Vinh High School (Hanoi), the 2025 exam, the first exam under the new general education program, should have a moderate difficulty level for the exam structure and assessment scale (recognition, comprehension, application, and advanced application).
By 2028, when the first cohort of students begins studying under the new curriculum at the lower secondary level, the difficulty level will gradually increase, focusing on comprehension, application, and advanced application.
By 2030, when students have access to the new curriculum from the primary school level, we will continue to raise this assessment scale.
Universities need to start planning their admissions process from 2025 onwards.
One of the key tasks for universities and colleges in the 2023-2024 academic year is to establish early university admissions guidelines starting from 2025, when students graduate from the 2018 General Education Program.
The Ministry advises training institutions to improve their admission methods, strictly adhere to current admission regulations, and avoid making admission methods complicated or troublesome for candidates.
Educational institutions also need to strengthen the application of information technology and digital transformation in their management systems, in teaching and learning, and in testing and evaluation.
At this time, most universities nationwide have basically completed the first round of admissions for 2023 and are organizing enrollment for students, preparing for the start of the new academic year 2023-2024.
