Information from the conference said that Mr. Liu Xiu Bao had been absent from Vietnam for more than half a year, not directly managing the activities of the Federation. This absence caused a stir in public opinion, with many unofficial reports suggesting that Mr. Bao was involved in international criminal organizations.

Faced with that situation, the Standing Committee and the Executive Committee of the Vietnam General Confederation of Labour have come to a number of conclusions: Firstly, Mr. Liu Xiu Bao went to the US in February 2025 for family reasons and had to deal with some personal matters, so he is temporarily unable to return to Vietnam.

Second, Mr. Luu Tu Bao will sign a power of attorney to manage the activities of the Vietnam General Confederation of Labour to Mr. Nguyen Duy Hung - Vice President and General Secretary. This is done in accordance with the provisions of the Federation's Charter approved by the Ministry of Home Affairs . The authorization period lasts from the effective date of the document until the end of March 2026.

Third, while not receiving the official authorization, the Standing Committee and the Executive Committee of the Vietnam General Confederation of Labour agreed to let Mr. Nguyen Duy Hung temporarily run the Federation.

Fourth, the Vietnam Football Federation is responsible for ensuring the organization of competitions for provincial, municipal and sectoral units within the national system; at the same time, maintaining the establishment and participation of the Vietnam national team in international competitions. Any activities outside this scope of the Federation members are considered personal matters, and each individual must be responsible before the law.

Fifth, the Standing Committee and the Executive Committee unanimously authorized Mr. Nguyen Duy Hung to be the sole representative spokesperson for the activities of the Vietnam General Confederation of Labour.

The representative of the Vietnam General Confederation of Labour emphasized: "Up to this point, the Vietnam General Confederation of Labour has not received any official documents from the authorities regarding the personal activities of Mr. Luu Tu Bao, whether before or during his absence from Vietnam. Mr. Bao's personal identity and judicial record were confirmed by the Ministry of Justice , the Ministry of Home Affairs, and the Ministry of Culture, Sports and Tourism before he ran for the Executive Committee of the Vietnam General Confederation of Labour for the second term (2023-2028).

In case there is an official conclusion from domestic or international authorities about the violation of the law by President Liu Xiubao, the Standing Committee and the Executive Committee will organize a conference to request permission to hold an extraordinary congress to elect a new President, in order to ensure the smooth direction and operation of the Federation and operating funds until the end of the second term (2023-2028)."

The Vietnam Boxing Federation also affirmed its commitment and efforts to operate all activities of Vietnam Boxing in accordance with the principles, purposes and operating regulations approved by the Ministry of Home Affairs.
