This collaboration has contributed to realizing the goal of bringing healthcare services closer to the people.

In the model of the Hanoi Medical University Hospital's Vĩnh Hưng branch polyclinic, the health station plays a core role in primary healthcare, preventive medicine, and community health management; the clinic plays a role in improving professional quality, training health station staff, supplementing the workforce of doctors and technicians, and contributing to enhancing the capacity for examination and treatment at the grassroots level. With its modern scale and continuous operation throughout the day, the clinic provides a full range of specialties in both modern and traditional medicine, along with units for endoscopy, laboratory testing, diagnostic imaging, and functional exploration.

Associate Professor, Doctor Tran Quoc Hoa, Head of the clinic, stated: According to the Ministry of Health 's decision, the unit has been approved for a list of 1,103 medical examination and treatment techniques, allowing for the implementation of techniques ranging from basic to many advanced techniques right at the grassroots level. Along with this is a system of modern equipment such as CT scanners, digital X-rays, 4D ultrasound… combined with electronic medical records and remote support solutions, helping to connect expertise with central-level facilities, ensuring accurate and continuous diagnosis and treatment.

With synchronized investment in facilities, high-quality human resources (Professors, PhDs, resident doctors), and a rational operating process, the clinic aims to effectively coordinate with the Vinh Hung Ward Health Station in meeting the healthcare needs of the people, contributing to strengthening the grassroots healthcare system in a comprehensive and people-centered manner.

According to Associate Professor, Dr. Nguyen Lan Hieu, Director of Hanoi Medical University Hospital, in recent years, implementing the policies of the Party and State, especially the guidance of the Central Government and Hanoi City on developing a comprehensive healthcare network for the people, the health sector has continuously innovated its organizational model and operating methods. The opening of the clinic is a concrete step in realizing this policy. It serves as a place to provide high-quality medical examination and treatment services to people right in the local area and also represents a sustainable collaborative model between central-level hospitals and grassroots healthcare facilities.

Besides providing medical examination and treatment, Hanoi Medical University Hospital also organizes regular training programs to update knowledge and transfer medical examination and treatment techniques to grassroots medical staff. This has led to the formation of a complete multi-specialty clinic model at the central level, connected to grassroots health stations, enabling residents of Vinh Hung ward and surrounding areas to access high-quality medical services conveniently, reducing travel time and effort. This is also an important step in building an effective primary healthcare model, aiming for universal health coverage.

Currently, the facilities of Hanoi Medical University Hospital are connected by a healthcare information technology (HIS) system, allowing for the sharing of patient records, supporting rapid professional consultations, reducing procedural repetition, and ensuring continuous monitoring and comprehensive care for patients; helping people in the area access high-quality medical services right where they live.

Mr. Nguyen Dinh Hoa, 68 years old, who lives near the health station, said: "Previously, I often had to go to higher-level hospitals for cardiovascular checkups. But now, with doctors from Hanoi Medical University Hospital coming to the ward to examine me, ask about my condition in detail, and explain clearly, I feel much more at ease."

Dr. Nguyen Thi Hong Lua (Director of Vinh Hung Ward Health Station) assessed: The opening of the Hanoi Medical University Hospital's multi-specialty clinic - Vinh Hung facility is a practical solution to strengthen the capacity of the grassroots health system. This is evidence of the strong political determination in implementing Resolution No. 72-NQ/TW of the Politburo, making grassroots health care truly the "gateway" and foundation of the people's health care system. The health station is an "extended arm," providing maximum support in terms of location, patient coordination, and a bridge to ensure that advanced hospital techniques reach the right target group.

The clinic's goal is to improve the health and well-being of residents in the local area and surrounding regions. Thanks to the clinic, people will have access to skilled specialists right in their commune/ward, receiving medical care of comparable quality to higher-level facilities, but with significantly reduced travel time and costs. Furthermore, residents will receive comprehensive care, from early diagnosis and remote consultation to chronic disease management.

Hanoi Department of Health Director Nguyen Trong Dien emphasized: “There are many ways for higher-level hospitals to support lower-level ones, but the way Hanoi Medical University Hospital supports Vinh Hung Ward Health Station is a modern model with high ripple effect. The higher-level hospital provides comprehensive support, from human resources and equipment to the transfer of techniques and technology. In the future, the Hanoi health sector will promote and expand cooperation between hospitals in the area and health stations in communes and wards, contributing to realizing the goal of bringing high-quality medical services closer to the people.”
