At a press conference on the afternoon of October 6th, a representative of the Hanoi City Police announced that, following suspicions related to businessman Nguyen Hoa Binh (Shark Binh) and the AntEx cryptocurrency project, authorities have launched an investigation. Currently, the police have received a report from an individual who was defrauded of approximately $2,000.
In 2001, at the age of 19, he founded PeaceSoft, a software company that later developed into the NextTech Group ecosystem, operating in the fields of fintech (finance and technology), e-commerce, logistics (goods management and transportation), and startup investment with brands such as Nganluong.vn, BoxMe, mPOS, Vimo, etc.
However, NextTech's charter capital has "evaporated" from 500 billion VND to 4.2 billion VND. Notably, Shark Binh also entered the real estate sector with Nextland Investment and Real Estate Business Joint Stock Company.

In addition, Mr. Binh is also the legal representative of a series of other businesses established between 2012 and 2020, such as: Taxially Vietnam Joint Stock Company, Weship Vietnam Joint Stock Company, Shippchung Vietnam E-commerce Joint Stock Company, Hoa Binh Technology Solutions Joint Stock Company, O2O Vietnam Distribution Technology Joint Stock Company, Vietnam Financial Technology Services Company Limited, and 12Trip Joint Stock Company.
However, these companies have all been dissolved and ceased operations.
Besides NextTech, Shark Binh's Ngan Luong Company also reduced its capital by 85%.
Not only NextTech, but its key member, Ngan Luong Payment Gateway Joint Stock Company (Ngan Luong), also experienced notable changes.
In early 2024, Ngan Luong registered a change in its charter capital, drastically reducing it by more than 85%, from nearly 370 billion VND to just over 52 billion VND. Alongside the capital reduction, the company also changed its senior management, with Mr. Dinh Hong Quan (born in 1988) being appointed as General Director and Legal Representative.
AntEx, linked to Shark Binh, is under investigation: NextTech company speaks out.
Microtechnology Joint Stock Company (part of the NextTech ecosystem) has just issued an official letter to its customers and partners regarding information that the Hanoi City Police Department is investigating and verifying the case related to Mr. Nguyen Hoa Binh (Shark Binh) and the AntEx cryptocurrency project.
The company asserts that the AntEx project is a personal investment project of Shark Bình, and is not within the scope of its operations or ownership.
"Mr. Nguyen Hoa Binh is not involved in the management of Micro Technology Joint Stock Company. The company has an independent management team and operates according to a clear and transparent corporate governance structure," the company stated.
Vingroup wants to raise capital.
Vingroup Corporation (stock code: VIC) has just announced the closing of the shareholder list for obtaining written opinions. The opinions being sought relate to the issuance of shares to increase share capital from equity capital and other matters within its authority.
According to the announcement, the record date for shareholders to vote is October 30th. The shareholder voting period is expected to take place in November.
Vingroup's latest move comes as VIC shares surged to their ceiling price of 192,000 VND/share on the afternoon of October 10th, boosting Vingroup's market capitalization to 740,000 billion VND.

The U.S. Department of Commerce (DOC) has just announced its preliminary findings in its anti-dumping investigation into vehicle chassis and components imported from Vietnam.
The DOC stated that Thaco was the only company in Vietnam considered separately, and after the analysis process, the agency calculated the dumping margin and imposed a preliminary duty of 511.16%. This is considered a record-high provisional duty in cases involving heavy industrial products originating from Vietnam.
The DOC also determined that the entire entity in Vietnam cooperated during the investigation. Therefore, the Department decided to apply Thaco's dumping margin to all vehicle chassis goods exported from Vietnam.
