In the entire 3-page "Top Secret" document (edited and carefully considered in each sentence during the last 4 years of his life), Uncle Ho did not talk much about himself, but spent time talking about the Party, the people, the next revolutionary generation, the future of the Fatherland... Each sentence, each word was not only a final instruction, but also a summary of a great thought, a deep love for the country and people.
Uncle Ho emphasized, “First of all, let’s talk about the Party”, paying utmost attention to the role, position and pioneering nature of the ruling Party, a Party that must take revolutionary morality as its foundation, with the mission of making the people rich and the country strong; Party members must always be loyal and devoted to serving the country, serving the Party, serving the People. In that Party, there must be “unity”, “self-criticism and criticism”, “revolutionary morality”, “plans to improve the people’s lives”.
In his last words, he paid attention to every detail of the people of all social classes, mentioning specific tasks for those who contributed to the cause of national liberation, to the victims of the old society. It was not only a firm belief, an affirmation of the final victory of a heroic nation fighting for justice, but also a kind heart, tolerance, and boundless love for humanity. Historian Helen Tourmel wrote: "The image of Ho Chi Minh was completed with the combination of the wise morality of Buddha, the charity of God, the philosophy of Marx, the revolutionary genius of Lenin and the affection of a family head".
Over half a century has passed, President Ho Chi Minh's Testament has become a "national treasure", a compass to guide the entire Party and people on the path of nation building. In each historical period, the Testament has always been a spiritual source, a guiding torch for our Party to be steadfast in its ruling role, for our people to trust, unite and constantly strive. Following his wishes, the Party Committee, government and people of An Giang have always promoted revolutionary heroism, upheld the will of self-reliance, self-improvement, and the desire for development, achieving many glorious achievements in the resistance war against the US to save the country.
The work of building and rectifying the Party and a clean, strong and comprehensive political system has always received special attention from the province, becoming a key task in the entire Party Committee. Master Nguyen Xuan My (Ton Duc Thang Political School) concluded: “To help An Giang overcome difficulties soon, the Party has set out strategies, resolutions and major policies and guidelines for proper development in each specific period. The Party leads through propaganda, persuasion, and mobilization of organizations in the political system and the whole society to recognize, support, and actively implement the Party's guidelines. The Party leads through party organizations and the pioneering and exemplary role of party members in the resistance war and in peaceful local construction…”.
Dr. Nguyen Van Giau (former member of the Party Central Committee, former Chairman of the Foreign Affairs Committee of the National Assembly) was born in Cu Lao Gieng (Cho Moi district), worked in An Giang for nearly 20 years before returning to the Central Government. He expressed: “The memory remains in me forever with admiration and respect. That is the leadership of An Giang province through the periods with many creative, breakthrough, and pioneering policies. Those creative, bold policies were not only successful in An Giang, for the people and businesses in An Giang, but those successes were summarized by the central ministries and branches and formed new policies to be applied and implemented nationwide. That is the policy of allocating land to direct producers; converting low-yield, high-risk single-crop rice land into high-yield, double-crop rice land; implementing the irrigation system that transformed many heavily alum-contaminated, barren lands into fertile, rich lands in the Long Xuyen Quadrangle; the policy of raising the ground and building flood-proof houses for people by 2000 basically ended the risk of human life during the flood season…”.
Fulfilling Uncle Ho's wish that "brother parties and brotherly countries must unite", the army and people of An Giang fought wholeheartedly to protect their homeland in the war to protect the southwestern border of the Fatherland, participating in the international duty to help Cambodia escape the disaster of genocide. The pure and noble international sentiment has been affirmed many times by the leaders of the National Assembly and the Government of Cambodia: "Without January 7, 1979, we, the Cambodian people, would not have what we have today. This is a historical truth that no reactionary force can deny"; "Without Vietnam's help, Cambodia would not have what it has today, definitely".
“My final wish is: Our entire Party and people unite to strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause” - Uncle Ho left for future generations. Vietnam in general, An Giang in particular, is still remembering and accumulating achievements every day so that his wish can become a sustainable reality.
