In the context of the global energy crisis and the unpredictable fluctuations of geopolitical conflicts related to international energy and trade, accelerating and developing urban rail networks is a crucial measure to address the energy supply problem in the medium and long term.
The choice of partnering with the Moscow Metro – Europe's longest subway network, with a total of 271 stations and an average passenger volume of approximately 7.5 million people per day during peak hours, with trains running every 80-90 seconds – seems quite suitable and useful for meeting the needs, level, and scope of service of the metro system in Vietnam in the future.
The Moscow Metro system incorporates many modern technologies such as the Troika smart card, which allows flexible payment on various public transport options, and provides features for journey planning, card management, and real-time information on each train.
During their tour of the Moscow Metro system, the delegation focused on understanding the operational methods between lines built in the 20th century, some 50-70 years old, and new lines under development, integrated with modern residential, commercial, service, and public space complexes. This clearly demonstrated that urban rail is not simply a transportation project but also contributes to urban regeneration and represents a new generation of urban development model – where public infrastructure becomes the backbone for reorganizing space, population, and the economy in a modern, sustainable, and in-depth manner.
Therefore, the Vietnamese side wishes to promote cooperation and learn from Russia's experience in vision, thinking, planning, design, construction of specific projects and implementation, especially in resource mobilization, as well as operation, management, and technology transfer…
In an effort to both address medium- and long-term energy supply needs and solve the problem of public transportation alongside urban infrastructure and services, Ho Chi Minh City has seen this as an opportunity that needs to be accelerated to realize the aforementioned dual task.
Accordingly, the focus will be on key areas such as network planning, underground space planning, especially in handling complex geological conditions and individual intersections in high-density urban areas. Technology selection and addressing existing problems will be prioritized to establish a unified system of standards for the entire Vietnamese metro network, ensuring long-term connectivity between lines.
The simultaneous construction of multiple lines to maximize the use of tunnel boring machines (TBMs) and multi-level, multi-functional underground transfer stations requires detailed and overall engineering calculations. Furthermore, areas such as cooperation in training, providing high-quality human resources for the metro system, technological self-reliance, consulting, design, and construction are undoubtedly valuable experiences that your side is willing to share with Vietnam and Ho Chi Minh City in the upcoming phase of building a modern city.
It is possible that your side will participate as a general contractor or a subcontractor; supporting Hanoi and Ho Chi Minh City in investing in the construction of a centralized operations center (NOCC) - similar to the model of Moscow.
