Just before this year's UN General Assembly session, the US unexpectedly put forward a new idea for reforming the UN Security Council. According to US Ambassador to the UN Linda Thomas-Greenfield, the US proposed allocating two seats to Africa and having small island nations take turns holding one permanent seat on the UN Security Council.

Previously, the US supported granting similar status to Germany, Japan, and India. Thomas-Greenfield also affirmed that the US has no intention of extending veto power in the UN Security Council to these new permanent members.

In essence, Washington openly states this intention to win over African nations and isolate them from other external partners, much like the US is strengthening and expanding its influence in Africa, particularly with Russia and China.

In essence, the US is playing the "greeting is better than a feast" card. The US is inviting African nations to a feast whose timing is unknown, and even if it were to be held, it wouldn't be a lavish feast.

The most crucial aspect of UN reform is reforming the Security Council, which must encompass two things: increasing the number of permanent members to enhance representation across continents and abolishing the veto power currently held by the five permanent members: the United States, Russia, China, the United Kingdom, and France. Reforming the UN in general, and the Security Council in particular, requires amending the UN Charter. To achieve this, it needs the approval of at least two-thirds of the UN members and must not be vetoed by any permanent member of the Security Council. The US idea is unlikely to overcome these two hurdles because it remains too fragmented for a comprehensive UN reform and unfair to other continents, thus failing to gain the support of a majority of UN members. Furthermore, Russia and China are unlikely to help the US "score points" in the UN and in Africa.
