Accordingly, the flood on the Red River (Lao Cai) at Yen Bai station is rising rapidly due to heavy rain combined with the discharge operation of Dong Sung Hydropower Plant (discharge at 9:00 p.m. on September 29 was 5,505 m 3 /s).
By 11pm on September 29, the Red River flood at Yen Bai station had risen above alert level 3 by about 1.13m - an increase of 2.6m compared to 7pm on September 29.

In Van Yen and Tran Yen communes (Lao Cai province), rising floodwaters forced many households in low-lying areas along the Red River to evacuate their properties at night. The Standing Committee of the Mau A Commune Party Committee held an urgent meeting on the evening of September 29 to comprehensively assess the situation and promptly assign cadres to directly command the "hot spots" of Yen Thai, An Thinh, Mau Dong and Ngoi A, Mau A.

In the next 12 - 24 hours, Thao River flood will recede and continue to remain above level 3.
The Steering Committee for Natural Disaster Prevention and Search and Rescue of Lao Cai province requested communes and wards along the Red River to immediately notify people, organizations operating on the river, along the river, aquaculture facilities, water transport vehicles and ferry terminals, and construction works to ensure safety of people and property.

According to the telegram, at 9:00 p.m. on September 29, the upstream water level of Tuyen Quang Lake was at 119.09 m, with flow into the lake of 2,278 m 3 /s.
The upstream water level of Hoa Binh Lake is at 115.39m, the downstream water level is 12.56m, the flow to the lake is 11,247m 3 /s.
Implementing the Prime Minister's inter-reservoir operation process on the Red River basin, the Minister of Agriculture and Environment ordered the director of Tuyen Quang Hydropower Company and the director of Hoa Binh Hydropower Company to open an additional bottom spillway gate at the same time at 3 a.m. on September 30.
Previously, Hoa Binh and Tuyen Quang hydropower plants opened the same bottom spillway at 8:00 p.m. on September 29.
