Previously, reporting on preparations for the new school year 2024-2025, the Ho Chi Minh City Department of Education and Training said that for many years, the city has been lacking in recruiting music and art teachers, because upon graduation, students from Ho Chi Minh City University of Education or Saigon University of these two subjects rarely choose to teach.
According to Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, the city has developed a plan since the beginning of last year, such as coordinating with departments, districts and counties to have a policy to attract teachers. Although there is a shortage of English teachers, schools have allowed guest lecturers and contracts so it has been arranged, however, art and music teachers are still not recruited despite the large quota.
“The Department has worked with the University of Education and Saigon University to order the number of teachers to be trained, but there are still problems. The Ministry has assigned very limited quotas to teacher training colleges in the fields of music and fine arts. Currently, the request for special regimes is still facing some opinions from the departments, as well as the salary and wage regime,” said Mr. Hieu.
Ho Chi Minh City leaders believe that to solve the "deep-rooted" disease of the city's education sector, the Department needs to propose its own policies this school year, specifically a training policy from the beginning, a policy to attract teachers, instead of waiting to recruit from graduates.
Regarding enrollment targets at universities, Ho Chi Minh City can apply a soft mechanism. The Department needs to carefully study and propose policies to solve the problem of the lack of teachers for these subjects. In the immediate future, it is possible to promote resources from the force of retired teachers who are still healthy, human resources who are not yet teachers, and support pedagogical training to teach fine arts, music and foreign languages.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai suggested that the Department of Education review and establish an hourly contract mechanism. If teachers do not have a teaching certificate, they should discuss with the University of Education and Saigon University to organize teaching for 6 months to issue a certificate.
In addition, the issue of fee collection and usage in schools must be resolved. The Ho Chi Minh City People's Council has approved the collection level and content, requesting that schools do it correctly and transparently. For other mobilization fees, they must meet practical needs and must have the consent of parents.
“We want to advocate beyond this, but if it is practical and parents agree, then do it; if they do not agree, then do not do it. I encourage the press to monitor and report cases of overcharging, improper practices, etc., and bring them all up for correction and request the Department to closely direct. Do not let the education sector be reported for things that go against our principles and philosophies,” Mr. Phan Van Mai requested.
In the 2024-2025 school year, Ho Chi Minh City will increase its enrollment by 24,000 students, ensuring that 100% of students have a place to study from public to non-public schools. In terms of school construction, by early September, the city had launched 18 projects with 776 new classrooms, with an investment capital of more than VND 2,200 billion, and by the end of 2024, it is expected to have 5 more projects with 63 classrooms with an investment capital of about VND 267 billion. This new school year, the city has invested more than VND 540 billion to upgrade toilets, make minor repairs, and purchase teaching equipment.
