The Ministry of Information and Communications is taking decisive action to end the problem of "junk" SIM cards before April 15th.

As Thanh Nien newspaper has reported, the market still has "junk" SIM cards that have been pre-registered with subscriber information and pre-activated with mobile services, available through distribution channels and telecommunication service points. People can buy and use them without having to register their subscriber information as required by regulations.

In response to this situation, the Ministry of Information and Communications has issued decisive and strict directives with specific deadlines and clear accountability. Accordingly, the Ministry of Information and Communications requires that by April 15th, telecommunications businesses must complete the processing of all SIM cards showing signs of being unregistered, ensuring that all SIM cards sold at telecommunications service points do not have pre-entered subscriber information before activation and can only be activated or newly developed by the telecommunications business itself after implementing solutions to ensure that subscriber information is complete, accurate, and matches the national population database.

The Minister also requested that telecommunications companies, before March 22nd, change the status of SIM cards that are currently blocked in both directions but have subscriber information and a service package to SIM cards without subscriber information. Before April 15th, SIM cards that are blocked in one direction but show signs of pre-activation must be changed to SIM cards without subscriber information; and complete the process of resolving the issue of multiple SIM cards registered under a single document.

After April 15, 2024, the Ministry of Information and Communications (MIC) requires mobile telecommunications businesses to bear full responsibility if their SIM cards are found to be pre-activated, bought, sold, or circulated in the market. If SIM cards are found to be sold or provided at telecommunications service points with pre-activated subscriber information, or activated but with information that does not match the national population database, the MIC will instruct its Inspectorate to conduct inspections and handle violations with the highest penalty being suspension of new subscriber development activities. Simultaneously, the MIC will issue a written reminder to the businesses and report to the Prime Minister for consideration of disciplinary action against the heads of the violating businesses.
