- In recent days, many car owners in the province have received phone calls from some people who introduced themselves as officers of two motor vehicle inspection centers under Lang Son Motor Vehicle Inspection Joint Stock Company, asking car owners to change their motor vehicle inspection stamps in order to defraud and take money from vehicle owners.
In the past few days, the 1201D Motor Vehicle Inspection Center and the 1202D Motor Vehicle Inspection Center under Lang Son Motor Vehicle Inspection Joint Stock Company have received information from more than 100 car owners in Lang Son province, reflecting on the fact that officers called vehicle owners, introduced themselves as officers of the two motor vehicle inspection centers, and discussed that according to the new regulations of the Ministry of Construction , starting from August 1, 2025, a new type of inspection stamp will be changed, therefore, all types of inspection stamps affixed on cars before this date must be issued with new inspection stamps.
To exchange the inspection stamp, the subjects claiming to be officers of the motor vehicle inspection center under Lang Son Motor Vehicle Inspection Joint Stock Company scheduled a time for the vehicle owner to come to work at the inspection center, and in order to avoid wasting time waiting to get the inspection stamp, the subjects asked the vehicle owner to transfer about 10,000 VND to the account number of the subjects to pay the fee to exchange the inspection stamp. In addition, the subjects claiming to be inspection officers also instructed the car owners to install an application (app) on their phones to declare vehicle inspection information.
On the morning of July 24, discussing this issue with reporters of Lang Son Newspaper and Radio and Television Station, Mr. Le Trung Thanh, Director of Lang Son Motor Vehicle Inspection Joint Stock Company, affirmed: those are subjects impersonating officers of the inspection center to scam and take money from car owners. Because Lang Son Motor Vehicle Inspection Joint Stock Company did not assign any inspection officers of the two inspection centers to make phone calls to notify, advise, support vehicle owners to issue and change inspection stamps, extend vehicle registration or sell compulsory civil liability insurance for motor vehicle owners, etc. At the same time, the information about the mandatory issuance and change of new inspection stamps is untrue. Up to now, the Vietnam Register (Ministry of Construction) has not issued any documents informing about the regulations on the use of new inspection stamps and requiring car owners to change inspection stamps before August 1.
According to the leader of Lang Son Motor Vehicle Inspection Joint Stock Company, according to regulations, the inspection certificate and inspection stamp issued by the inspection agency to the car owner are valid until the expiration date stated on the inspection stamp. Car owners only need to go to the inspection agency to be guided on the procedure for recording changes when there is a change in administrative information or technical specifications of the vehicle.
It is known that Lang Son Motor Vehicle Inspection Joint Stock Company has notified relevant agencies and the police to continue monitoring and investigating the subjects impersonating the company's inspection staff.
Lang Son Motor Vehicle Inspection Joint Stock Company also recommends that vehicle owners who receive phone calls with the above content should be vigilant, absolutely do not transfer money as requested by subjects impersonating officers of the inspection center; absolutely do not install applications and access links sent by impersonators to prevent subjects from using technology to take control of mobile phones to collect all personal information, information about OTP codes of bank accounts..., thereby appropriating money in the bank accounts of vehicle owners.
Lang Son Motor Vehicle Inspection Joint Stock Company also recommends that if motor vehicle owners encounter impersonation of inspection center staff, they should immediately call the hotlines of the two inspection centers (02053.715.737 or 02053.873.888) to verify information to prevent fraudulent acts of appropriating money in the vehicle owners' accounts.
