On December 17th, the Party Committee of the People's, Government, and Party Bloc of Ho Chi Minh City held a conference to summarize Party building work in 2024 and review the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam dated October 25, 2017.
According to Nguyen Thi Kim Dung, Deputy Secretary of the Standing Committee of the Party Committee of the People's, Government and Party Bloc of Ho Chi Minh City, the unit has completed 7 key task groups, carried out 35 out of 35 activities, and achieved 7 out of 9 targets (1 out of 9 targets is estimated to be achieved).

Ms. Hang Thi Thu Nga, Deputy Secretary of the Party Committee of the People's, Government, and Party Bloc of Ho Chi Minh City, stated that after the implementation of Resolution No. 18-NQ/TW, grassroots party organizations and the leadership team have been regularly strengthened, and the quality of party committee meetings, branch meetings, and party committee meetings has been given deep attention and improved year by year.
The recruitment of new Party members has been given priority. Accordingly, from its establishment to the present day, over the past 17 years, the Party committee has recruited 6,983 new Party members. This work has not compromised standards or quality for the sake of meeting targets; instead, it regularly screens and removes unqualified members from the Party in accordance with Directive No. 28-CT/TW.
Mr. Tran Van Nam, Secretary of the Party Committee of the People's, Government, and Party Bloc of Ho Chi Minh City, delivered the concluding remarks at the conference.
Ms. Hang Thi Thu Nga stated that when implementing the restructuring plan, the Party Committee of the People's, Government, and Party Bloc of Ho Chi Minh City established two Party Committees: the Party Committee of the city's Party, mass organization, and judicial agencies, and the Party Committee of the city's government bloc.
According to Ms. Hang Thi Thu Nga, the new model after the reorganization has fundamentally overcome the shortcomings and limitations of the old model (lacking a government at the same level). The two new Party Committees include the Standing Committee, the Executive Committee of the City Party Committee, and the Standing Committee of the People's Committee within the Party committee. This is a favorable condition for more direct leadership in carrying out political tasks, overcoming the problem of vague leadership; the concretization of Party resolutions and their implementation will be faster and more effective.
The new model helps to synchronize leadership, management, and personnel work; ensuring comprehensive evaluation of Party members and stricter management of Party members. The inspection, supervision, and evaluation of the results of leadership in carrying out political tasks at the grassroots level will be more direct, frequent, and in-depth. Closely monitoring the implementation of political tasks will enable Party committees to strengthen warnings and prevent violations by Party organizations and members when performing political tasks.
In his concluding remarks at the conference, Tran Van Nam, Secretary of the Party Committee of the People's, Government, and Party Bloc of Ho Chi Minh City, affirmed the importance of implementing Resolution No. 18-NQ/TW, especially in the context of Ho Chi Minh City facing many great opportunities and challenges.
Mr. Tran Van Nam emphasized that Resolution No. 18-NQ/TW is not only a guiding document for organizational work but also an important strategy in building a team of cadres, developing the government, and improving the quality of leadership and administration in Ho Chi Minh City.
"We must innovate our thinking in organizing and managing the administrative apparatus. This reform is not only aimed at reducing staffing levels but, more importantly, at improving the quality of the workforce and ensuring better service to the people. Especially in Ho Chi Minh City, as the economic center of the country, a transparent and efficient government system is even more necessary," Mr. Tran Van Nam emphasized.
