During the peak of the hot season, people's electricity demand increases, leading to a constant risk of fires and explosions due to electrical short circuits. In Muong Lai commune, where many households live in traditional wooden stilt houses with thatched roofs, this risk is even higher. Even a minor malfunction in the electrical system can lead to serious and uncontrollable consequences. The "Safe House" model implemented by the commune's Farmers' Association is gradually transforming awareness into action, contributing to the safety of each family.
Village 6 in Muong Lai commune still preserves many traditional stilt houses with thatched roofs, serving as both living spaces and cultural symbols of the Tay people. However, this very characteristic poses a significant fire hazard.
Mr. Nguyen Ba Tit, Deputy Secretary of the Party Branch and Head of Hamlet 6, Muong Lai Commune, said: "Currently, about 50% of households in the hamlet still use houses with thatched roofs. For houses with thatched roofs, when a fire occurs, it is almost impossible to extinguish it because the fire spreads very quickly, while fire prevention resources and equipment at the local level are limited."

Not only are flammable materials present, but the electrical systems in many households in the commune are also deteriorating. Most of the wiring was installed many years ago and has not been replaced in a timely manner. A complacent attitude and a desire to save costs have led many households to neglect ensuring electrical safety.
Mr. Nguyen Ba Tit, Deputy Secretary of the Party Branch and Head of Hamlet 6, Muong Lai Commune, said: "In the hamlet, there are still 8 families, mainly elderly and single people, who are in difficult circumstances and have not yet prioritized replacing their power lines. This poses a very serious risk."
Given this situation, fire prevention and control has been identified by the Party branch and the village as a key priority, regularly discussed in meetings and widely disseminated to every household.

Based on practical needs, the Farmers' Association of Muong Lai commune proactively developed and implemented the "Safe House" model with a grassroots approach. The association coordinated with the Party branch and village heads to organize awareness campaigns at village meetings and branch activities, simultaneously across all 36 villages; and used Zalo and Facebook to disseminate information and guide people on safe electricity use, avoiding system overload, turning off unnecessary devices, and equipping them with skills to handle fire and explosion incidents.
Following the motto "reaching every alley, knocking on every door," the association's officials directly visit each household to inspect and guide the proper use of high-power electrical appliances, and remind residents to raise their awareness of fire prevention.
Mr. Loc Van Hanh, Vice Chairman of the Fatherland Front Committee of Muong Lai commune and Chairman of the Farmers' Association of Muong Lai commune, said: "We have developed a specific plan, coordinating with branches, Party branches, and village heads to propagate and mobilize members to implement the 'Safe House' model. At the same time, we are reviewing particularly disadvantaged households that are unable to replace their electrical lines themselves in order to provide appropriate support solutions."

Through a review process, the Farmers' Association of the commune, in coordination with Luc Yen Power Company, directly supported the replacement, repair, and upgrading of outdated electrical lines and equipment for disadvantaged households. In April, in Hamlet 6, disadvantaged families had their entire electrical panels and wiring replaced.
Mr. Hua Trung Lien, a single resident of Hamlet 6, Muong Lai Commune, expressed his relief after receiving assistance: “I thank the Farmers' Association of the commune and the power company for replacing the old power lines for my family. From now on, I no longer worry about short circuits or fires, and I feel more secure in my daily life when I live alone.”
The concrete actions of the Farmers' Association of Muong Lai commune have brought about a change in people's awareness. From being complacent, many households have proactively inspected and repaired their electrical systems, raising their awareness of fire prevention. The "Safe House" model is not only a short-term solution but also has long-term significance. Raising people's awareness, combined with the involvement of mass organizations, has created a "shield" right from the grassroots level. In the future, the Muong Lai Commune Farmers' Association will continue to expand the model and mobilize more resources to support more households.
Each secure home provides a solid foundation for the lives of people in the highlands. The "Safe Home" model in Muong Lai is contributing to maintaining peace in each village and hamlet, aiming for a safe and sustainable life for the people.
