All prisoners have an equal chance of receiving a pardon.

According to the Deputy Prime Minister, all prisoners have an equal opportunity to be granted a presidential pardon, regardless of religion, nationality, or the nature of their crimes.

On the morning of June 1st, Deputy Prime Minister Pham Gia Tuc, Chairman of the Clemency Advisory Council, attended the ceremony to announce the President 's 2026 clemency decision, granting early release to over 200 prisoners at Thanh Xuan Prison.

Based on the recommendation of the Clemency Advisory Council, on May 26, General Secretary and President To Lam signed Decision 751 granting clemency to 9,950 prisoners currently serving sentences who meet the eligibility criteria for clemency in 2026.

Speaking at the ceremony, the Standing Deputy Prime Minister emphasized: "To be granted amnesty by the President, all prisoners have an equal opportunity, regardless of gender, religion, nationality, age, occupation, or criminal act… as long as they meet the conditions and are the correct subjects as stipulated by law and the President's decision, they will all be considered and recommended for amnesty."

Congratulating the inmates at detention facilities nationwide in general, and Thanh Xuan prison in particular, on being granted amnesty this time, the Deputy Prime Minister stated that the day of their return to society, reunion with their families, and meeting their loved ones is now only a matter of hours away.

The Deputy Prime Minister noted that amnesty is only the beginning of the path to rehabilitation, and those granted amnesty still face many difficulties and challenges. In addition, they face temptations, enticements, incitement, and even threats from evil and wicked people.

But with what they have learned, worked, and improved through rehabilitation in prison, the Deputy Prime Minister believes that those granted amnesty will overcome all difficulties and challenges to become more confident and steadfast in life, truly become honest people, build a stable economic life, a warm and happy family, and definitely not re-offend.

For those prisoners who were not granted amnesty this time, Deputy Prime Minister Pham Gia Tuc urged them to continue making greater efforts, strictly abide by prison regulations, actively study, work, and reform themselves so that they may soon meet the conditions to receive clemency from the Party and the State.

The Deputy Prime Minister stated that the results of the work of considering pardons and early release for prisoners affirm the efforts and endeavors of each prisoner, and at the same time affirm the efforts of the leaders, commanders, and officers and soldiers of the prison management force - the teachers in the special educational environment who have cared for and educated these special students with all their love and responsibility.

On behalf of the Government leadership and the Clemency Advisory Council, the Standing Deputy Prime Minister acknowledged, highly appreciated, and commended the achievements of the officers and soldiers of the Department of Police for the Management of Prisons, Compulsory Education Facilities, and Juvenile Detention Centers (C10).

Looking ahead, the Standing Deputy Prime Minister requested that the officers and soldiers of Department C10 continue to excel and achieve even more accomplishments in the task of managing and educating prisoners, building a clean, strong, and comprehensively developed unit.

The Deputy Prime Minister expressed his hope that all levels, sectors, social organizations, businesses, individuals, and family members of those granted amnesty would always extend a welcoming hand, avoid discrimination, and create the most favorable conditions for those granted amnesty to quickly reintegrate into the community, work together to build a prosperous and happy life, and stay away from crime and violations of the law.

Inheriting and upholding the humanitarian traditions of the Vietnamese nation, with the lenient policies of the Party and State, Vietnam has granted amnesty more than 40 times, releasing hundreds of thousands of prisoners early to return to their families and communities.

From 2009 to the present, the President has granted early release to over 120,000 prisoners on 12 separate occasions. Most of those granted amnesty have quickly reintegrated into society, leading stable lives and engaging in honest work.

Many of them have become successful entrepreneurs or participate in local social activities. The recidivism rate among those granted amnesty is very low.

The amnesties were met with public approval domestically and highly praised by international opinion. Political security and social order in the localities were ensured, and no complex incidents caused by those granted amnesty occurred.
