Hoping to soon complete the East-West district axis road, Kim Thanh urgently clears the land to implement phase 2 of the project.

Ngu Phuc Commune has more than 3 hectares of agricultural land to be recovered to implement the East-West Axis Road Project of Kim Thanh District, Phase 2.

Go to every alley , knock on every door

At the end of July, Ms. Dong Thi Diet in Ngu Phuc commune received 340 million VND in compensation for site clearance for 1,088 m2 of her family's agricultural land that was recovered to implement the East-West Axis Road Project in Kim Thanh district, phase 2. At the end of 2023, Ms. Diet's family and many households in Bang Lai village were informed about the project by the Ngu Phuc commune government. Commune and village officials came to the family to inform and disseminate information. When the district and commune made a list of land inventory, Ms. Diet's family took the lead in signing to confirm the area, trees and crops; confirmed the compensation and support plan and received compensation and support money.

For over a month now, the Kim Tan Commune Propaganda and Mobilization Team has regularly organized propaganda and mobilization sessions for people whose land areas must be recovered. Along with propaganda on the loudspeaker system, at Party cell, village and hamlet meetings, members of the team also visit each family to talk, propagate, and listen to the thoughts and aspirations of the households. To date, more than 120 households whose land areas must be recovered have signed the compensation plan.

Mr. Dong Van Ha, Deputy Secretary of the Party Committee, Head of the Propaganda and Mobilization Team of Kim Tan Commune, said that to implement the East-West Axis Road Project of Kim Thanh District, Phase 2, Kim Tan Commune had more than 52,000 m2 of land to be recovered from more than 120 households. Together with professional staff, members of the team went directly to each family to propagate and grasp... "We had to go to many families 2-3 times to meet, meet 2-3 times to mobilize and convince people to agree and support the general policy of the State", Mr. Ha said.

Open and transparent

Kim Tan Commune publicly announces the list of households whose land has been recovered, policies and regimes related to support and compensation at the cultural houses of villages and the Commune People's Committee.

To successfully clear the land, the publicity and transparency of the regimes and policies related to support and compensation play a very important role. Kim Thanh district has directed units and localities to strictly implement the stages, correct order and procedures in land implementation and recovery. The District Compensation and Resettlement Support Council closely coordinates with localities in surveying, measuring and counting. The counting is carried out publicly in the presence of households. The regimes and policies for support and compensation are sent to each household and posted at the cultural houses of villages, the working offices of the Commune People's Committee, etc.

Mr. Tran Van Hien, Chairman of Kim Anh Commune People's Committee, said that the whole commune has more than 37,000 m2 of land to be recovered to serve phase 2 of the East-West Axis Road Project. In order to soon hand over the land to investors to implement the project, the commune has recently promoted and mobilized 68 households with recovered land areas. The commune has publicly disclosed all planning, plans, investment policy decisions, project scale, especially policies related to compensation and land recovery to each household. Up to now, 100% of households have agreed and received compensation support money.

Ms. Le Thi Chin in Kim Tan commune signed the compensation plan and said: “We are very happy that the province and district have a policy to build this new road. Road 17B is increasingly degraded and narrow. The district and commune have publicly and clearly informed about the policies and regulations related to site clearance.”

According to Mr. Nguyen Hong Thanh, Head of the Kim Thanh District Construction Investment Project Management Board, immediately after completing phase 1, the district urgently deployed site clearance and implemented phase 2 of the project. In phase 2, Kim Thanh district had to reclaim more than 230,000 m2 of land from over 550 households. This is a large amount of work, the land of many households has a complicated origin, so the work of checking, counting, and statistics... is very difficult."

With high determination, the district and localities where the project passes through have focused on implementing site clearance, promptly removing related difficulties and obstacles. The communes where the project passes through have completed the inventory and publicized the list of policies and households with recovered land. The District Compensation and Resettlement Support Council has approved the compensation plan for households whose land is recovered. To date, more than 100 households in Kim Anh and Ngu Phuc communes have received over 13 billion VND in compensation. At the end of July 2024, phase 2 of the project began construction.

The East-West Axis Road Project of Kim Thanh District is a key traffic project of the district in the period of 2021 - 2025, with a total investment of 844 billion 470 million VND with a total length of 15.74 km divided into 2 phases.

Phase 1 has a length of 3.75 km, total investment of 232.47 billion VND, completed and opened to traffic in June 2024.

Phase 2 has a length of 7.81 km, with a total investment of 612 billion VND.

The project's completion contributes to the completion of traffic infrastructure, creating momentum for socio -economic development of the district.
