Plan to improve the apparatus and arrange staff

According to the draft Project to merge Hai Duong province and Hai Phong city, after the arrangement, the People's Council delegates of Hai Phong city and Hai Duong province will be combined into the People's Council of the new administrative unit, establishing the Legal, Economic - Budget, Cultural - Social, and Urban Committees.

The provincial People's Committee shall organize a maximum of 14 departments and equivalents according to regulations. Consolidate the organizational status of the two provinces and cities before the merger and implement the arrangement according to the Central's policy on arranging socio- political organizations and mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front Committee.

Regarding the plan and roadmap for arranging and assigning cadres, civil servants and public employees, the total number of cadres, civil servants and public employees of the new Hai Phong City shall not exceed the total number of cadres, civil servants and public employees present in Hai Phong City and Hai Duong province before the arrangement.

Implement staff streamlining in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of staff is basically implemented in accordance with regulations by the following forms: Resolving the retirement regime at the right age, transferring to suitable positions in units with shortages or replacing suitable positions in units with retired people, taking leave...

At the same time, research and implement measures to support connection, consultation, and job referrals for redundant officials, civil servants, and public employees due to organizational restructuring.

Arrange and handle public headquarters effectively, avoid waste

Pursuant to Central regulations, Hai Phong City shall arrange and handle headquarters and public assets in accordance with Central regulations.

In particular, temporarily suspend the approval of investment policies, approval of investment projects for new construction, renovation, repair, and upgrading of office buildings, and public investment projects at agencies, units, and localities implementing the arrangement.

Based on current regulations, plans for arrangement and merger of provincial-level administrative units and plans approved by competent authorities, the Department of Finance shall preside over advising the City People's Committee to develop and implement plans for handling facilities, offices, and public assets of agencies and units under the city to make timely adjustments in accordance with actual needs and in accordance with the provisions of law; ensuring the effective arrangement, use, and exploitation of existing public assets.

Within 3 years from the effective date of the National Assembly's resolution on the merger of Hai Duong province and Hai Phong city, the People's Committee of Hai Phong city shall complete the arrangement and handling of headquarters and public assets of affiliated agencies and units, ensuring effective exploitation and use without waste.

At the same time, research and develop plans to ensure working conditions for cadres, civil servants, public employees and workers of Hai Duong province, including support for transportation, housing, traffic connections, etc.

Regarding the current specific policies of Hai Duong province and Hai Phong city, after the merger, when the National Assembly issues a new Resolution replacing Resolution No. 35/2021/QH15, Hai Phong city will continue to implement specific mechanisms and policies according to the regulations and instructions of the Central Government.

For specific policies issued by the People's Councils of each locality, the scope, objects and content will remain the same for now.

After completing the provincial-level arrangement, the (new) Hai Phong City People's Council will direct agencies to review and evaluate the implementation of current specific policies and regimes to consider amending, supplementing, replacing, or abolishing (if necessary).

In case of having to process documents affected by the reorganization of the state apparatus, relevant agencies are responsible for advising the Hai Phong City People's Council to issue legal documents in a shortened order, ensuring completion according to the required schedule.
