
Accordingly, heavy rain from the early morning of October 13th to the afternoon of October 14th caused severe flooding in many areas of Bai Chay, Hong Gai, Cao Xanh, Ha Long, Mong Cai, Vang Danh, Quang Yen, Hiep Hoa wards… (Quang Ninh province). In many places, rising water flooded into people's homes, affecting their lives.
Mr. Bui Huy Hung, residing in Yet Kieu 4 residential area, Hong Gai ward, said that the rain from morning until noon caused flooding in the neighborhood. From around 2 PM, the water level began to rise, flooding all the roads leading into the area. Many houses were flooded, damaging belongings. In this area, heavy rains have been a frequent occurrence in recent years, and residents hope the authorities will install high-capacity pumps to drain water during heavy rains and prevent flooding.
In Bai Chay ward, many streets were also flooded, making it difficult for parents to pick up their children from school during rush hour.

According to the Quang Ninh Meteorological and Hydrological Station, on the morning of October 14th, rainfall measured at meteorological and hydrological stations was as follows: Mong Cai 111mm, Quang Ha 65mm, Bai Chay 39mm, Tien Yen 38mm, and other areas 5-20mm. Forecasts indicate that from the morning of October 14th to the morning of October 16th, the entire province will continue to experience moderate to heavy rain, with some areas experiencing very heavy rain and thunderstorms. Rainfall is expected to be generally 70-150mm, with some areas exceeding 200mm. Moderate to heavy rain, and in some places very heavy rain, will cause floods and flash floods in high-risk areas; localized flooding in some roads and low-lying residential areas; and flooding of culverts across rivers and streams. During thunderstorms, tornadoes, lightning, and strong gusts of wind may occur, potentially causing trees to fall, damaging houses, transportation infrastructure, and posing a danger to ships operating at sea and to human lives.
Given the complex flood situation, localities in Quang Ninh province have deployed personnel to guard flooded areas, actively maintaining readiness, clearing drainage ditches, erecting warning signs, and organizing security forces. Simultaneously, they have deployed forces to assist residents in moving vehicles out of flooded areas and are continuing to survey the affected areas to assess the situation.
To date, no casualties have been reported. Currently, forces in Quang Ninh province are assessing the damage, maintaining a 24/7 duty roster, proactively issuing warnings, and preparing plans for disaster prevention and search and rescue…
