According to Clause 5, Article 9 of the 2024 Law on Road Traffic Order and Safety, illegal racing, organizing races, inciting, assisting, or encouraging illegal racing are among the prohibited acts.
Accordingly, anyone who engages in illegal racing, organizes racing, incites, assists, or encourages illegal racing may be subject to administrative penalties under Article 35 of Decree No. 168/2024/ND-CP as follows:
A fine of VND 1,000,000 to VND 2,000,000 will be imposed for the act of gathering to encourage, assist, or incite the act of driving vehicles exceeding the prescribed speed limit, swerving, weaving, chasing each other on the road, or illegal racing;
Individuals will be fined between 40,000,000 VND and 50,000,000 VND, while organizations will be fined between 80,000,000 VND and 100,000,000 VND for organizing illegal street racing.
At the same time, the vehicle will be confiscated from the driver who commits any of the following violations:
+ Illegal racing of motorbikes, mopeds, and bicycles on public roads;
+ Illegal racing of cars and motorcycles on public roads.
In addition to having their vehicles confiscated, drivers who engage in illegal car or motorcycle racing will also face an additional penalty of having their driver's license revoked for 22 to 24 months.
