With historically low birth rates, Vietnam's population faces numerous challenges.

This is one of the activities aimed at commemorating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and marking the beginning of a new era, an era of national progress for the Vietnamese people.

Speaking at the ceremony, Deputy Minister of Health Tran Van Thuan stated that Vietnam's population work is currently facing many difficulties and challenges. Many practical population issues have arisen and are directly impacting the lives, society, and sustainable development of Vietnam in the present and future.

The maintenance of the replacement fertility rate nationwide has not been truly sustainable, with a trend towards lower fertility rates (estimated at 1.96 children per woman in 2023, the lowest in history, and projected to continue declining in the following years).

The rapid increase in the sex ratio at birth has been controlled, but it remains high and shows no signs of decreasing (in 2023 it was 112 boys/100 girls). The population is aging rapidly and will soon pass the period of demographic dividend; issues such as child marriage, teenage pregnancy and childbirth, physical stature, fitness, and quality of life need significant improvement...

Meanwhile, the organizational structure for population work is unstable and lacks uniformity among provinces and cities. The resources invested in population work are not commensurate with the requirements and tasks assigned.

Deputy Minister of Health Tran Van Thuan emphasized that in 2025 and the coming years, population work will continue to face many difficulties and challenges, and many targets are at risk of being unattainable.

To fulfill the assigned requirements, tasks, and plan targets, the Ministry of Health calls on all officials and employees working in population affairs to continue to unite, be proactive, creative in advising Party committees and authorities at all levels; and to coordinate with and encourage the people to effectively implement policies and guidelines on population.

According to Nguyen Dinh Hung, Deputy Director of the Hanoi Department of Health, in recent years, the city has effectively implemented many models to improve the quality of the population, receiving enthusiastic support from the people. Examples include the model of community-based elderly healthcare; the model of pre-marital counseling and health check-ups; and the model of reproductive health care for adolescents and young adults…

In 2024, Hanoi continued to maintain a stable replacement fertility rate and population size. The sex ratio at birth decreased gradually each year. The quality of the population improved significantly.

Hanoi has a population of approximately 8.7 million people. The average life expectancy is 76.3 years. The rate of elderly people receiving regular health check-ups is 88%. The rate of young people receiving pre-marital health counseling is 65%. Notably, Hanoi focuses on implementing screening, diagnosis, and treatment activities for certain prenatal and neonatal diseases and disorders, with a prenatal screening rate of 85% and a neonatal screening rate of 89%.

The Deputy Director of the Hanoi Department of Health emphasized that population plays a decisive role in the strength of a nation's development during this period of national progress. To ensure effective population management in Hanoi, creating clear, qualitative, and stable changes, the city will continue to focus on implementing five key tasks in the coming period.

In particular, the city focuses on programs and plans to improve the quality of the population. Along with that, Hanoi controls the birth rate, maintaining a stable replacement fertility rate, contributing to the rapid and sustainable development of the capital city as well as improving healthcare services.

At the launching ceremony, the Organizing Committee issued five messages for the National Action Month on Population. These are: a high-quality population, a driving force for Vietnam's development; pre-marital health checkups to prepare for welcoming the golden generation; maintaining a reasonable birth rate, balancing the population, and ensuring a sustainable future; having two children is wise for parents, and children benefit from it; and gender equality is the foundation for controlling the sex ratio at birth.

Following the launching ceremony, the Deputy Minister of Health handed over the flag to the Dong Anh District Youth Union to carry out a parade to promote the National Action Month on Population.
