The goal of development

On October 30, 2023, the Provincial Party Committee issued Resolution No. 17-NQ/TU "on building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development." In this resolution, building a comprehensively developed Quang Ninh people, truly making them the center, the subject, the most important resource, and the goal of development.

Quang Ninh is a land with a rich history and culture, home to many ethnic groups who have lived together for generations, such as the Kinh, Tay, Dao (Thanh Y, Thanh Phan), San Diu, and San Chi. Each ethnic group preserves its own distinctive traditional cultural values. Furthermore, the history of the coal mining industry has made Quang Ninh one of the cradles of the Vietnamese working class. The ancestral tradition of relying on the sea, along with the struggle against foreign invaders and the response to natural disasters throughout history, has forged and nurtured the unique cultural character of the people of Quang Ninh. This maritime culture, blended with the cultures of ethnic minorities and the culture of the coal miners, contributes to the distinctive cultural characteristics of the people of Quang Ninh today.

Over the years, the socio-economic development of Quang Ninh has created favorable conditions for the preservation, conservation, and promotion of many traditional cultural festivals and activities in various localities within the province. While the Tien Cong festival in Ha Nam contributes to educating the younger generation about the importance of gratitude towards their ancestors and the nurturing efforts of their grandparents and parents, thereby fostering personal development, the football matches of the San Chi girls in Binh Lieu help many young people recognize the beautiful traditional cultural values of their ethnic group. This, in turn, fosters a sense of responsibility in preserving and promoting these values.

To achieve the goal of building the people of Quang Ninh with the characteristics of "courage, self-reliance, discipline, solidarity, compassion, generosity, creativity, and civilization," in accordance with the spirit of Resolution 17-NQ/TU, the province has focused on directing all levels, sectors, and socio-political organizations to concentrate on creating an educational environment to train the people of Quang Ninh for comprehensive development, in terms of ethics, lifestyle, ideals, responsibility, creative abilities, the capacity to appreciate and create beauty, and the desire to live in a safe, healthy environment, where they are protected, cared for, and have their health improved.

Building upon the foundation of the nation's fine traditional cultural values, the development of a new type of person to meet the demands of the province and the times has been a focus of attention for all levels of government, organizations, and associations. The province has invested heavily in cultural and sports facilities, with many infrastructure projects meeting national and international standards, satisfying the cultural, artistic, sports, and entertainment needs of the people and tourists.

Besides caring for physical well-being, ideological education, fostering patriotism, love for one's homeland and family, and instilling ideals, aspirations, and a desire to contribute among students, youth union members, and young people are given great attention by Party committees, government agencies, and mass organizations at all levels. The Provincial Party Committee's Propaganda Department has directed and coordinated with the Provincial Youth Union and the Education sector to integrate political theory education, revolutionary ideals, ethics, and lifestyle education for youth union members and young people into subjects such as civics, ethics, history, and geography in all levels of general education. The Provincial Youth Union annually organizes numerous traditional gatherings, exchanges with historical witnesses, journeys to historical sites, visits to "red addresses," and trips such as "Following in the Footsteps of Heroes" and "Following in the Footsteps of Uncle Ho" for youth union members and young people.

Our country is entering an era of growth and development, and Quang Ninh is aiming to become a centrally-governed city by 2030. The most important resource for that development is none other than its people.
