International media, citing US sources, reported that President Donald Trump has not yet ratified the memorandum, even though negotiators from both sides have essentially finalized the terms.
According to Axios, a more comprehensive agreement to meet Washington's demands regarding Iran's nuclear program would require further negotiations. U.S. officials were quoted as saying that Iranian negotiators subsequently informed the mediators that they had received the necessary approvals and were ready to sign the agreement, although Tehran has not publicly confirmed this claim.

Iran's Tasnim news agency, citing a source close to the negotiating team, reported that the text of the agreement had not yet been finalized or confirmed.
Meanwhile, US Vice President JD Vance told reporters in Washington: "We haven't reached our goal yet, but we're very close and we'll continue to work hard… I feel quite optimistic about that right now."
The report stated that US negotiators had informed Trump of the proposal, but the US president requested more time before making a decision. "The president told the mediators that he needed a few days to think about it," Axios quoted a US official as saying.
According to the proposed memorandum, commercial shipping through the Strait of Hormuz would remain "unrestricted." Iran would also have to remove all mines from this strategic waterway within 30 days and would not impose strait fees.
The report also stated that the US naval blockade would be gradually lifted along with the resumption of commercial shipping.
According to Axios, the memorandum will also include a commitment from Iran not to pursue nuclear weapons and will prioritize negotiations on Tehran's stockpiles of highly enriched uranium and uranium enrichment activities within 60 days.
In return, the U.S. would agree to discuss easing sanctions and releasing frozen Iranian funds as part of the negotiations, and the memorandum would also include mechanisms to facilitate the delivery of goods and humanitarian aid to Iran.
If approved by leaders in Washington and Tehran, this would be the biggest step toward peace since the conflict began on February 28. News of the potential agreement comes after a series of tit-for-tat attacks between the two countries, the latest since the ceasefire went into effect in early April.
