The Standing Committee of the Hanoi Party Committee has issued Plan No. 160-KH/TU on receiving citizens to implement Regulation 11-QDi/TU, dated February 18, 2019 of the Politburo of the Secretary of the City Party Committee.

According to the Plan, in 2023, the Secretary of the Hanoi Party Committee will meet, contact, and dialogue with citizens and socio-political organizations a total of 12 times periodically; including 5 times receiving citizens and 7 times working and dialogue with forces, citizens, workers...

In addition, the Secretary of the City Party Committee will authorize Deputy Secretaries of the City Party Committee, members of the Standing Committee of the City Party Committee, and Heads of Party Committees of the City Party Committee to receive citizens on an ad hoc basis upon request.

The plan clearly states that the Secretary of the City Party Committee will receive citizens in his capacity as head of the City Party Committee and Head of the City National Assembly Delegation, and will chair direct dialogues with representatives of the Fatherland Front, socio-political organizations and people in Hanoi.

At the same time, receive citizens' reflections, recommendations, complaints and denunciations, the content of the incident, the citizens' reflections, recommendations and proposals on manifestations of moral and lifestyle degradation and manifestations of "self-evolution" and "self-transformation" of cadres and party members in the city.

Within the prescribed time limit from the receipt of feedback, recommendations, complaints and denunciations at the reception and dialogue session of the City Party Committee Secretary, the City Party Committee's Internal Affairs Committee shall authorize written notice to direct competent agencies and individuals to handle and resolve according to regulations; notify citizens.

The plan outlines 7 implementation contents. Notably, Party secretaries at all levels must lead, direct, inspect, supervise, and urge Party committees, organizations, state agencies, and competent persons to comply with regulations on public reception, direct dialogue with people, and handling and resolving people's reflections, recommendations, complaints, and denunciations.

The Vietnam Fatherland Front Committee of the city and the city's socio-political organizations proactively grasp the urgent problems of the people, outstanding issues, and public concerns in the city, proactively develop plans to advise the Secretary of the City Party Committee to attend meetings and dialogues according to regulations; at the same time, inspect and supervise the implementation of conclusions after meetings and dialogues...

The City Party Committee's Internal Affairs Committee presides over and coordinates with the City Party Committee Office, the Party Committee of the City People's Committee, the City Inspectorate, relevant departments, agencies and branches to select practical contents and issues to advise the City Party Committee Secretary to receive citizens according to regulations.
