Mr. Doan Thanh Son, Vice Chairman of the People's Committee of Lang Son province, stated that with the proactive and determined efforts of Lang Son province in developing border gate economy and border trade, along with the attention and assistance of the Government, central ministries and agencies, especially the Ministry of Industry and Trade , the coordination of corresponding agencies in Guangxi (China), and the support and cooperation of businesses, import and export activities through the province have always been maintained and are increasingly developing, even during difficult times of the pandemic.

Since the beginning of 2024, import and export activities have been smooth and very vibrant. Agricultural products and fruits for export have always been facilitated and regulated promptly at ports and warehouses, preventing congestion and ensuring smooth operations for goods and businesses.
The average daily volume of import and export cargo vehicles reached 1,300 vehicles, an increase of 18.2% compared to 2023 (peaking at nearly 1,600 vehicles per day), of which approximately 450 were export vehicles (agricultural vehicles accounting for over 75%), and 850 were import vehicles.
The total import and export turnover of all types through border gates in the province in 2024 is estimated at 66.4 billion USD, an increase of 27.6% compared to the same period last year. Of this, the export turnover of agricultural products declared at the Lang Son Customs Department reached approximately 2.2 billion USD, an increase of 8.2% compared to the same period last year. These results have contributed to the socio -economic development of the province, with an assessment that 15 out of 18 targets set for 2024 have been met or exceeded.
In 2024, over 50,300 Certificates of Origin (C/O) were issued.
Over the years, border trade has consistently been identified by Lang Son as a key economic sector, playing a driving role and making significant contributions to the province's socio-economic development. The province has promptly implemented many comprehensive solutions to support and facilitate the import and export of goods, especially agricultural, forestry, and aquatic products, which are strengths of Vietnam. In the past 20 years, Lang Son has issued over 1,754,000 certificates of origin (C/O), averaging 30,000-50,000 C/Os annually, mainly Form E for agricultural products exported to the Chinese market. In 2024 alone, over 50,300 C/Os were issued.
In 2024, Lang Son province focused on commencing and coordinating the implementation of transportation routes such as: the Huu Nghi Border Gate – Chi Lang expressway, the Dong Dang (Lang Son province) – Tra Linh (Cao Bang province) expressway; renovating and upgrading National Highway 4B; accelerating the progress of the Goods Transshipment Area project; the Dong Dang railway station renovation project, planning connections with important logistics service areas, and promoting the effectiveness of international intermodal transport…; the Lang Son Inland Port project within the Free Trade Zone and International Goods Storage and Warehousing Center complex…
These are all large-scale projects that effectively serve the logistics service needs of domestic and foreign businesses. The province has promoted the application of scientific and technological achievements and digital transformation in import and export management through the Lang Son Provincial Digital Border Gate Platform, helping to receive and process information publicly and quickly, thereby promptly regulating vehicles and increasing customs clearance efficiency.

Mr. Doan Thanh Son stated that the province is focusing on implementing the pilot project to build smart border gates at the dedicated goods transport route in the area of border markers 1119-1120 and the dedicated goods transport route in the area of border markers 1088/2-1089, belonging to the Huu Nghi - Huu Nghi Quan international border gate pair.
This is the first pilot model nationwide, establishing a dedicated, independent, closed-loop import-export route separate from the current traditional transportation routes. This model will synchronously connect infrastructure and databases between the two countries, applying contactless and uninterrupted transportation with unmanned technology on fixed routes, and automated container cranes based on satellite positioning and 5G.
The pilot project for building smart border gates is expected to support and promote import and export activities with the goal of: striving to increase customs clearance capacity by 2-3 times compared to the present by 2027, and striving to increase customs clearance capacity by 4-5 times compared to the present by 2030.
On November 14, 2024, the People's Committee of Lang Son province and the People's Government of Guangxi Zhuang Autonomous Region (China) signed a Memorandum of Understanding on a mechanism for regular meetings and exchanges to jointly build a pilot smart border gate, demonstrating the active cooperation between the two governments in exchanging information, researching, and implementing the pilot construction of a smart border gate.
In addition, the province has strengthened the implementation of policies to support businesses operating ports and warehouses, as well as manufacturing and import-export businesses in general, including those in agriculture, forestry, and fisheries, in accessing and implementing legal regulations on investment and business. The province has consistently directed functional forces at border gates to regularly exchange information and hold discussions with relevant agencies on the Chinese side to create the most favorable conditions for import and export activities, especially during periods of sudden surges in agricultural import and export activities at border gates. This includes coordinating and agreeing on increasing working hours during the day, working on weekends and holidays, and promptly resolving procedures for businesses to prevent backlogs and congestion of goods.
Mr. Doan Thanh Son affirmed that, in import and export activities, Lang Son province is committed to consistently implementing the policy of creating the most favorable conditions to support investment, production, business, and import and export activities of enterprises, building a healthy, open, and friendly business environment; strengthening coordination with relevant agencies and localities nationwide to promptly implement specialized management work, and continuing to promote import and export through the province.
At the same time, we request that the Ministry of Industry and Trade and other relevant ministries and agencies continue to pay attention to, support, and assist the province in terms of mechanisms, policies, and resources for import and export activities and border trade, especially in supporting the province to successfully implement the pilot project on building smart border gates to leverage the province's advantages and boost import and export activities through the province.
