In his opening speech, Associate Professor Dr. Nguyen Ba Chien - Director of the National Academy of Public Administration - affirmed that the 2024-2025 academic year is a year of innovation and creativity. It is the first year that the Academy implements its Development Strategy to 2030, with a vision to 2045, and the final year of achieving the targets of the Resolution of the 13th National Congress of the Communist Party of Vietnam, the Resolution of the Party Committee of the Ministry of Interior, and the Resolution of the Party Committee of the Academy.

The Academy's development strategy until 2030, with a vision to 2045, is not only an aspiration but also the expectation and hope of the Government , the Ministry of Interior, agencies, organizations, and society for the Academy to be a prestigious national center for training and professional development.

"The philosophy of knowledge creation, innovation, and national responsibility, with its core values ​​of intelligence, quality, and modernity, serves as a reminder and an impetus for lecturers, trainees, and students of the National Academy of Public Administration," emphasized the Director of the National Academy of Public Administration.

Accordingly, the academy can only become a reputable training and development center, a center for innovation, creation, and knowledge transfer, if each of its lecturers constantly improves their knowledge and renews themselves. Each lecture must truly be a vibrant and profound presentation of scientific knowledge in a world overflowing with information and data.

Each lecturer is not only a knowledge transmitter but also a guide, connector, inspirer, nurturer, and caregiver for the innovative and creative ideas of students. Within the system of training and development institutions nationwide, the Academy needs to focus on and be determined to affirm its identity and brand as a reputable national center for training and development both domestically and internationally.

Addressing the new students and trainees, Associate Professor Dr. Nguyen Ba Chien affirmed: “Your youth has brightened and renewed the image of the Academy. You are at the most beautiful age to study, train, strive, integrate, and develop with the country. The process of integration and globalization is opening up opportunities for change and development, but it also creates challenges that are unique to each individual…”

The Director of the National Academy of Public Administration also expressed his wish that students and trainees should always carry within themselves an important learning purpose: to learn to be themselves, to be the best version of themselves they can become. In the ever-changing world of today, they need to find their unchanging values: the desire for knowledge, a good character, and a constant striving to learn and train themselves to know, to understand, to work, to love, to share, to live responsibly, and to always harbor aspirations for great and beautiful things.

Speaking at the opening ceremony, Minister of Home Affairs Pham Thi Thanh Tra affirmed that the National Academy of Public Administration holds a unique position within the education and training system.

This is a special-category public service unit with very important responsibilities entrusted to it by the Party, the State, and the Ministry of Interior, namely: training human resources for the public sector and society; training and developing cadres, civil servants, and public employees; and conducting in-depth scientific research on national governance and state administration.

The Minister of Home Affairs emphasized that, now more than ever, the Academy needs to fully recognize its important responsibilities and continue to strongly and comprehensively innovate in the thinking, methods, and approaches to management, administration, and teaching of its staff and faculty, as well as in the learning, training, and striving of its students. This should focus on four key areas:

Deeply aware of its responsibilities and mission to the Party, the State, and society, the Academy needs to ensure the harmonious development of its ecosystem with three pillars: training cadres, civil servants, and public employees; training high-quality human resources; and conducting scientific research.

Focus on building and developing a team of officials and employees at the Academy that is up to par with the tasks at hand.

At the same time, we will preserve and promote the positive cultural values ​​at the Academy.
